Gujarat, on the occasion of Civil Services Day, received two Prime Minister’s Awards for Excellence in Public Administration on Friday in recognition of its work in the health and education sectors.
The “State Organ & Tissue Transplant Organisation (SOTTO)” of the Gujarat government was given one award for creative efforts in the field of organ donation, and the “Project PATHA” scheme, which saw the implementation of Foundation Literacy and Numeracy (FLN) measures in all 994 public elementary schools in the Mehsana district, received the other.
Prime Minister Narendra Modi handed the distinction to Shahmeena Husain, Principal Secretary of the Health and Family Welfare Department, and Nagarajan M (IAS), Collector of Mehsana District, at the ceremony in New Delhi’s Vigyan Bhawan.

Husain said in an interview on April 15 that Gujarat’s government hospitals were outfitted with cutting-edge equipment and that Gujarat was the only state in the nation to have an institution dedicated to organ transplantation, known as the “Gujarat University of Transplant Sciences”, which was founded in 2015.

In our government hospitals, no one is turned away for a transplant. The PM Award is particularly concerned about the large rise in deceased organ donors in public hospitals, Husain added.

SOTTO has been in operation since 2019, and in the preceding four years, 1,078 organs from 354 organ donors have been successfully transplanted into the needy, according to SOTTO convener Dr. Pranjal Modi.
The state administration stated in a press release that “Project PATHA” aims to dispel the myth about public schools.
“This project not only improved the FLN skills of low-performing students as comparatively a greater number of students had achieved more than 40% marks (from 1,02,328 in December 2021 to 1,07,640 in December 2022), but it also immensely helped in improving FLN skills and learning outcomes of average and good students as the number of students getting more than 80% marks increased from 53,199 (in December 2021 to 58434 (in December 2022),” the release stated.
The Prime Minister’s awards have been instituted to recognise extraordinary and innovative work done by districts, and organisations of central and state governments for people’s welfare.
