Gujarat Industrial Policy 2026

Gandhinagar: The Government of Gujarat has unveiled the Viksit Gujarat Industrial Policy 2026, a comprehensive industrial development framework aimed at transforming the state into a globally competitive manufacturing, innovation, and investment hub while supporting the vision of a ‘Viksit Bharat’ by 2047. The policy was launched by Chief Minister Bhupendra Patel in the presence of Deputy Chief Minister Harsh Sanghavi and senior government officials at Mahatma Mandir, Gandhinagar.


The new policy seeks to accelerate Gujarat’s journey toward becoming a USD 3.5 trillion economy by 2047 by attracting high-value domestic and global investments, promoting advanced manufacturing, strengthening research and development capabilities, and generating large-scale employment opportunities.

Speaking at the launch, Chief Minister Bhupendra Patel described the policy as a holistic development document designed to translate the vision of “Viksit Gujarat to Viksit Bharat 2047” into reality. He highlighted that the framework is built on four key pillars: investment and manufacturing, innovation and research, skill development and employment, and sustainability with inclusive growth.


One of the major highlights of the policy is the introduction of the “Choose Your Incentive” model, allowing investors to select incentive packages based on their business requirements. The government said this flexible approach will simplify investment decisions and enhance Gujarat’s attractiveness as an investment destination.


The policy places special emphasis on MSMEs, startups, women entrepreneurs, first-generation industrialists, and youth, positioning them at the center of the state’s industrial growth strategy. Enhanced support measures, including financial incentives and entrepreneurship assistance, have been proposed to encourage innovation-led growth and job creation.

To promote balanced urban development, the government has also announced the T.H.R.I.V.E. (Transition for Harmonized Relocation and Inclusive Vibrant Economy) initiative. The program aims to encourage industries operating within congested urban areas to relocate to planned industrial zones outside city limits, helping improve urban livability while enabling industrial expansion.


The policy identifies several future-focused sectors as strategic priorities, including green hydrogen, green ammonia, semiconductor ecosystems, robotics, drones, electric vehicles, space-related manufacturing, advanced manufacturing, and research and development activities. The government intends to position Gujarat as a global hub for sunrise industries and emerging technologies.

Deputy Chief Minister Harsh Sanghavi stated that the policy is not merely an incentive scheme but a long-term roadmap for industrial transformation. He noted that incentives ranging from 15% to 45% across various sectors would help attract investments, expand industries, and create employment opportunities for Gujarat’s youth. The policy also provides enhanced support for innovation and research activities, with higher incentives available for select sectors.

Sustainability has been embedded as a core element of the framework. The policy promotes green industrial parks, wastewater recycling, cleaner production technologies, circular economy practices, and environmentally responsible industrial development. Gujarat aims to strengthen its position as a leader in green and sustainable manufacturing while meeting future environmental goals.

According to the government, Gujarat currently contributes significantly to India’s manufacturing output, exports, and cargo handling. The new Industrial Policy 2026 is expected to build on these strengths by creating a transparent, investor-friendly ecosystem that supports innovation, competitiveness, and long-term economic growth.

The government has set an ambitious target of attracting ₹10 lakh crore in investments over the next five years, reinforcing Gujarat’s aspiration to remain India’s leading industrial and investment destination while contributing substantially to the national vision of Viksit Bharat 2047.
