The Bihar government has announced a fresh administrative reshuffle, transferring 10 Indian Administrative Service (IAS) officers and 11 Bihar Administrative Service (BAS) officers while assigning an additional responsibility to another senior officer. The changes, notified by the General Administration Department, include key appointments in the Urban Development, Industries, Education, Tourism, Food Processing and Technical Education departments, along with the posting of new Deputy Development Commissioners (DDCs) in several districts.

The reshuffle is aimed at strengthening governance, improving administrative coordination and accelerating the implementation of development programmes across the state.

10 IAS Officers Get New Responsibilities

The government has reassigned several senior IAS officers to important administrative positions.
- Sanjay Kumar, who was serving as Officer on Special Duty (OSD) in the State Election Commission, has been appointed Additional Secretary, Urban Development and Housing Department.
- Manoranjan Kumar, Director (Administration), Education Department, has been posted as Director, Science, Technology and Technical Education Department.
- Dr. Gagan, Managing Director of the Bihar State Warehousing Corporation, has been appointed Municipal Commissioner, Gaya Municipal Corporation.
- Vidu Bhushan Choudhary, Additional Secretary in the Information and Public Relations Department, has been transferred as Additional Secretary, Industries Department.
- Kritiyanand Ranjan, Additional Secretary, Transport Department, has been appointed Municipal Commissioner, Nalanda.
- Manoj Kumar, Additional Secretary, Urban Development and Housing Department, has also been posted as Additional Secretary, Industries Department.
- Hemant Kumar Singh, Additional Secretary, Youth, Employment and Skill Development Department, has been appointed Secretary, Bihar Public Service Commission (BPSC).
- Sara Ashraf, Deputy Development Commissioner-cum-Chief Executive Officer, Zila Parishad, Supaul, has been transferred as Director, Food Processing, Industries Department.
- Nishant Singhara, Sub-Divisional Officer (Sadar), East Champaran (Motihari), has been appointed Deputy Development Commissioner-cum-Chief Executive Officer, Zila Parishad, Muzaffarpur.
- Shahid Parvez has been appointed Special Secretary, Urban Development Department.
Additional Charge Assigned

The government has also assigned an additional responsibility to Pradeep Singh, Joint Secretary, Tourism Department. He will hold the additional charge of Additional Managing Director, Bihar State Tourism Development Corporation along with his existing duties.
New Deputy Development Commissioners Appointed
As part of the reshuffle, the government has appointed new Deputy Development Commissioners (DDCs), who will also function as Chief Executive Officers (CEOs) of the respective Zila Parishads.
The newly appointed officers are:
- Sanjay Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Sheohar.
- Kumari Anupam Singh – Deputy Development Commissioner-cum-CEO, Zila Parishad, Aurangabad.
- Rakesh Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Sheikhpura.
- Aditya Kumar Piyush – Deputy Development Commissioner-cum-CEO, Zila Parishad, Jehanabad.
- Indraveer Kumar – Deputy Development Commissioner-cum-CEO, Zila Parishad, Supaul.
- Nishant Singhara – Deputy Development Commissioner-cum-CEO, Zila Parishad, Muzaffarpur.
- One additional district-level appointment has also been made; however, the official information available does not specify the officer’s name or posting.
These appointments are expected to strengthen district-level planning and improve the implementation of development programmes.
11 BAS Officers Get Fresh Postings
The Bihar government has also transferred 11 Bihar Administrative Service (BAS) officers to various district and departmental positions.
Among the important appointments:
- Abhishek Anand has been appointed District Transport Officer, Purnia.
- Kumar Gaurav has been posted as Sub-Divisional Officer (SDO), Jhanjharpur.
- Anand Utsav has been appointed Sub-Divisional Officer (SDO), Muzaffarpur East.
The remaining newly promoted BAS officers have also been assigned responsibilities in different districts and government departments to strengthen field administration.

The latest reshuffle reflects the Bihar government’s focus on improving governance by placing experienced officers in key administrative positions. The appointments are expected to strengthen urban administration, municipal governance, district development, industrial growth, tourism, technical education, food processing and public service administration.
