Patna: In a move to accelerate the adoption of artificial intelligence across governance and public services, the Bihar Government has entered into strategic partnerships with Google, Microsoft, CoRover, and Sarvam AI. The agreements are aimed at strengthening the State’s AI ecosystem through capacity building, research, innovation, and digital transformation.
The Memorandums of Understanding (MoUs), approved by the State Cabinet, are focused on promoting the use of AI across key sectors without involving any financial commitment from the government. Instead, the technology partners will contribute their expertise in areas such as AI solutions, skill development, technical training, and knowledge sharing.
A key component of the initiative is the development of AI skills among students, government officials, teachers, and young professionals. The State also plans to integrate AI education into academic institutions to prepare a workforce capable of meeting the demands of an increasingly technology-driven economy.

The government is simultaneously working on a dedicated Bihar Artificial Intelligence Policy, which is expected to provide a roadmap for AI adoption, investment, research, and startup development. Plans are also underway to establish an advanced AI research centre in collaboration with IIT Patna, creating a platform for innovation, industry-academia collaboration, and technology development.
Officials believe these initiatives will strengthen Bihar’s digital governance framework, improve public service delivery, encourage innovation, and attract investments in emerging technologies. By bringing together global technology companies, academia, and government institutions, the State aims to build a sustainable AI ecosystem that supports economic growth and creates new opportunities for its youth.
