Gujarat Chief Minister Bhupendra Patel inaugurated the Fourth Edition of the Vibrant Gujarat Regional Conference (VGRC) 2026 in Vadodara, reaffirming the state’s commitment to industrial growth, innovation and global investment. The conference brought together policymakers, industry leaders, diplomats and investors to discuss opportunities for accelerating regional development and strengthening Gujarat’s position as a leading investment destination.


The event was attended by Union Minister Manohar Lal Khattar, Deputy Chief Minister Harsh Sanghavi, cabinet ministers, senior government officials, diplomats and representatives from industry.

CM Calls for Converting Ideas into Investments


Addressing the gathering, Chief Minister Bhupendra Patel urged investors and entrepreneurs to transform discussions into concrete projects that generate employment and contribute to economic growth.


He said Gujarat has emerged as a preferred destination for investment due to its policy stability, world-class infrastructure and business-friendly governance. Referring to Prime Minister Narendra Modi’s vision of a developed India, Patel said the state continues to play a leading role in promoting balanced regional development and industrial expansion.

According to the Chief Minister, initiatives such as VGRC have helped showcase the strengths of individual districts while promoting the concepts of “Vocal for Local” and “Local to Global.”

VGRC Strengthens Investment Ecosystem

Highlighting the success of previous editions, Patel said earlier VGRC conferences facilitated 9,499 Memorandums of Understanding (MoUs) with proposed investments worth ₹13.30 lakh crore.

He noted that the current edition focuses on strengthening Central Gujarat as a major manufacturing, innovation and export hub by encouraging collaboration between government and industry.

The conference covers ten districts, including Vadodara, Anand, Kheda, Panchmahal, Chhota Udepur and Dahod, with the objective of promoting region-specific industrial development.

Central Gujarat Emerges as Growth Engine

The Chief Minister described Central Gujarat as one of the state’s strongest industrial regions, contributing significantly to sectors such as automobiles, engineering, pharmaceuticals, food processing and MSMEs.

He highlighted Vadodara’s growing role in petrochemicals, electric vehicle equipment and aerospace manufacturing, including the Tata Airbus C-295 aircraft project. Anand’s dairy sector led by Amul and Kheda’s expanding food processing industry were also cited as examples of the region’s economic strength.

Union Minister Highlights Infrastructure Strength

Union Minister Manohar Lal Khattar said Gujarat’s strong power infrastructure and renewable energy capacity have created a favourable environment for industrial growth.

He noted that India has successfully met rising power demand while expanding renewable energy generation, with Gujarat emerging as one of the country’s leading renewable energy states.

According to Khattar, reliable infrastructure is helping support emerging sectors such as electric mobility, data centres, artificial intelligence and advanced manufacturing.

Harsh Sanghavi Announces Long-Term Development Roadmap

Deputy Chief Minister Harsh Sanghavi said the Vibrant Gujarat Regional Conference has evolved into an important platform connecting investors, industries and global partners.

He noted that Central Gujarat contributes nearly 28 percent of the state’s manufacturing output, records exports worth $20.5 billion, and houses more than 65 GIDC industrial estates with over 24,000 active industrial plots.

Sanghavi also announced the Central Gujarat Economic Master Plan, a 20-year roadmap aimed at accelerating industrial and infrastructure development across the region.

Industrial Policy 2026 Targets ₹10 Lakh Crore Investment

During the conference, the state government highlighted the Viksit Gujarat Industrial Policy 2026, which aims to attract ₹10 lakh crore in investments over the next five years.

The policy includes incentives for MSMEs, startups, women entrepreneurs and mega industrial projects. It also introduces a flexible “Choose Your Incentives” model, allowing investors to select benefits best suited to their projects.

Special provisions have also been announced to encourage employment generation, support persons with disabilities and strengthen the state’s innovation ecosystem.

Governance Reforms to Improve Ease of Doing Business

The Gujarat government also showcased reforms undertaken to improve the investment climate.

Officials highlighted significant reductions in documentation requirements, faster processing of applications, higher incentive disbursement and improved administrative efficiency.

These measures are expected to further strengthen Gujarat’s reputation as one of India’s most business-friendly states.

Vision for Viksit Gujarat 2047

The conference concluded with a renewed commitment to building a globally competitive and innovation-driven economy aligned with the vision of Viksit Bharat 2047.
