The Government of Tamil Nadu has ordered a major reshuffle of 15 Indian Police Service (IPS) officers, bringing significant changes across the state’s police leadership. The transfers and fresh appointments were announced with immediate effect by Additional Chief Secretary (Home – SC) Dheeraj Kumar.
The administrative exercise comes at a crucial time, ahead of the upcoming State Assembly elections, and is aimed at strengthening vigilance, law and order, and operational efficiency across the police force.
Davidson Devasirvatham Takes Charge as DVAC Director
Senior IPS officer S Davidson Devasirvatham has been appointed as Director General of Police (DGP)/Director of the Directorate of Vigilance and Anti-Corruption (DVAC), Chennai. He will continue to hold full additional charge as DGP, Armed Police, Chennai.
The DVAC post had been vacant since the retirement of Abhay Kumar Singh on January 31. Devasirvatham’s appointment assumes importance as it comes shortly after the Madras High Court directed the DVAC to register a case related to an alleged multi-crore scam in the Municipal Administration Department, based on inputs from the Enforcement Directorate. The department is currently headed by Minister K N Nehru.
H M Jayaram Returns to Active Duty
IPS officer H M Jayaram has been appointed as Additional Director General of Police/Director of Civil Defence and Additional Commandant General, Home Guards, Chennai.

Jayaram had earlier been placed under suspension in connection with a kidnapping case. Following the revocation of his suspension last month, he was on compulsory wait at the DGP’s office. His new posting marks his return to an active leadership role.
Key IGP and DIG-Level Changes
Several senior-level appointments were also announced:

K Bhavaneeswari has been posted as IGP (Headquarters) at the DGP’s office in Chennai.

A G Babu has been appointed as IGP (Modernisation).

R Jayanthi has been posted as Joint Commissioner of Police (Law and Order), Tambaram Commissionerate.
These appointments are expected to strengthen administrative coordination and modernisation efforts within the force.
Commissioner and Range-Level Transfers
At the range and commissioner levels:

N Manivannan, Commissioner of Tirunelveli City, has been posted as DIG, Ramanathapuram Range.

Deshmukh Shekhar Sanjay, DIG, Ramanathapuram Range, will take over as Commissioner of Tirunelveli City.

V Sasi Mohan, DIG, Coimbatore Range, has been transferred as DIG, Dindigul Range.

P Saminathan will replace him as DIG, Coimbatore Range.
SP-Level Transfers
At the Superintendent of Police level:

P Rajan has been posted as SP (Railways), Chennai.

Ayman Jamal has been appointed SP of Chengalpattu district.

P Sibin has been transferred as SP, Ranipet.

Adarsh Pachera has been posted as SP (Railways), Trichy.
Administrative Realignment Ahead of Elections
Large-scale reshuffles of senior police officers are often undertaken ahead of elections to ensure administrative preparedness and institutional neutrality. The latest transfers indicate a strategic restructuring within the Tamil Nadu police establishment, particularly in key areas such as vigilance, law enforcement, modernisation, and district policing.
