The Tamil Nadu government has signed a memorandum of understanding with Sarvam to establish India’s first full-stack Sovereign AI Park, marking a major step in the state’s ambition to become a national hub for advanced artificial intelligence infrastructure and deep-tech innovation.
The proposed project will see an initial investment of ₹10,000 crore and is expected to generate around 1,000 high-skilled jobs across areas such as AI research, semiconductor level compute, data engineering, cybersecurity, and advanced applications development.
According to multiple media reports, the Sovereign AI Park will integrate high-performance AI compute infrastructure, secure and compliant data frameworks, foundational model research labs, and innovation clusters designed to support startups, enterprises, and government-led AI initiatives.
A key component of the project will be the establishment of an Institute for AI in Governance, aimed at developing indigenous AI solutions for public policy, digital governance, citizen services, and mission-critical government use cases. This signals a strategic focus on building trusted, locally governed AI systems aligned with national priorities.
The initiative reflects a broader push by Indian states and the central ecosystem to create sovereign AI capabilities, reducing dependence on foreign infrastructure while building domestic capacity in advanced computing, large language models, and secure data platforms.

For Tamil Nadu, the MoU strengthens its positioning in emerging technology sectors, complementing its existing strengths in electronics manufacturing, data centers, and deep-tech startups. Overall, the planned Sovereign AI Park represents a significant milestone in India’s AI journey, combining infrastructure, talent, governance, and innovation under a single, integrated national platform.
