The Government of India has extended the tenure of Dinesh Kumar (IAS: 2004: NL), Joint Secretary, Department of Defence, for a period of one year beyond 6 December 2025. Widely respected for his strategic insight and administrative acumen, Kumar has been a crucial part of defence policymaking and inter-ministerial coordination within the Ministry of Defence.
Over the years, Kumar has been actively involved in strengthening the Defence Acquisition Procedure (DAP) framework, ensuring greater transparency and efficiency in procurement processes. He has also contributed to policy reforms supporting ‘Atmanirbhar Bharat’ in defence manufacturing, with an emphasis on promoting indigenous production and reducing import dependency.

In addition, Kumar has played a central role in strategic project monitoring and budgetary planning for the armed forces, enabling smoother implementation of long-term capability development programmes. His leadership has ensured continuity in several flagship initiatives of the Defence Ministry, reflecting the government’s trust in his ability to handle sensitive and high-impact assignments.
Meanwhile, other appointment-related notifications were also issued on Thursday. Devidatta Satapathy (IRSME: 2009), CVO, Shyama Prasad Mukherjee Port Authority (SPMPA), Kolkata, has been entrusted with additional charge of CVO, Paradip Port Authority (PPA), Paradip for a period of one year. Furthermore, the government has approved the extension in upgradation of the post of Director of Census Operations.
