In a minor bureaucratic reshuffle, the Bihar government on Wednesday transferred six senior IAS officers, including 1998-batch officer Narmadeshwar Lal, in what is being seen as a move aligned with preparations for the upcoming Bihar Assembly Elections 2025.


The General Administration Department issued fresh posting orders, marking a strategic realignment of key administrative positions.

Key Appointments:


  • Narmadeshwar Lal (IAS:1988) has been shifted from Principal Secretary, Minor Water Resources, to Principal Secretary, Sugarcane Industry Department. He also takes additional charge as Investigation Commissioner, GAD.

  • B. Karthikeya Dhanji (IAS:2008) moves to Secretary, Minor Water Resources Department, with additional responsibilities as Investigation Commissioner, GAD, and Secretary, Industries Department.

  • Chiring Y. Bhutia (IAS:2013) appointed Additional Secretary, Health Department.

  • Yashpal Meena (IAS:2014) becomes Additional Secretary, Health Department, with additional charge of Director, Handloom and Silk Directorate.

  • Rajneesh Kumar Singh named Registrar, Cooperative Societies, and Additional Director, Bihar Development Mission.

  • Anshul Agarwal appointed Inspector General of Registration-cum-Excise Commissioner, Prohibition, Excise & Registration Department.

The reshuffle, coming just months before the elections, underscores the state government’s effort to strengthen governance, improve administrative coordination, and ensure impartial functioning of departments during the poll process.
