
Senior Indian Administrative Service (IAS) officer Kaushal Raj Sharma has been appointed as the Chief Executive Officer (CEO) of the Delhi Jal Board (DJB), marking a significant administrative development for the capital’s water governance sector. Sharma, a 2006-batch IAS officer from the Uttar Pradesh cadre, is widely regarded as one of the trusted and capable officers closely aligned with Prime Minister Narendra Modi’s reform and governance initiatives.
Prior to his appointment as CEO of the Delhi Jal Board, Sharma was serving as Secretary to Uttar Pradesh Chief Minister Yogi Adityanath. His administrative journey has been notable for key postings in Varanasi, the parliamentary constituency of Prime Minister Modi, where he served first as District Magistrate (DM) and later as Divisional Commissioner. His tenure in Varanasi is remembered for the successful implementation of numerous high-profile infrastructure and urban transformation projects, many of which were closely monitored by the Prime Minister’s Office.
The Ministry of Home Affairs has formally approved Sharma’s deputation to the AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territories) cadre for three years, facilitating his transition to the Delhi administration. This strategic appointment is seen as part of the broader efforts to improve Delhi’s water supply management, sewage treatment, and overall service delivery under the Delhi Jal Board, an institution critical to the national capital’s public utility framework.
Sources familiar with the development highlighted that Sharma’s selection stems from his proven track record in executing large-scale development projects and his ability to deliver outcomes in politically and administratively sensitive regions. As District Magistrate and later Divisional Commissioner in Varanasi, Sharma spearheaded several ambitious projects, including riverfront development, urban beautification, sanitation improvement, and smart city initiatives, which have transformed the landscape of one of India’s oldest cities. His role in these projects has been widely appreciated by both the state and central leadership.
In his new role as DJB CEO, Sharma is expected to bring a results-oriented approach to address the pressing challenges facing Delhi’s water sector. These include ensuring equitable water distribution, reducing water losses, upgrading ageing infrastructure, and improving the efficiency of sewage treatment plants. With the capital city facing increasing demands on its water resources due to rapid urbanisation and population growth, the appointment of an experienced officer like Sharma is seen as a timely and strategic move.
