
In a significant stride towards fortifying India’s capabilities in quantum-secure communications, the Centre for Development of Telematics (C-DOT) has formalised a strategic partnership with Synergy Quantum India Private Limited. The collaboration was cemented through the signing of a Memorandum of Understanding (MoU) on May 12, 2025, in New Delhi.
C-DOT, an autonomous telecom research and development institution operating under the Department of Telecommunications (DoT), Government of India, joins hands with Synergy Quantum, a pioneering deep-tech enterprise specialising in quantum technologies. The alliance aims to co-develop advanced Drone-based Quantum Key Distribution (QKD) systems, with an emphasis on polarisation-encoded, decoy-based BB84 protocol, at a technology readiness level (TRL) of 6 or higher.
The primary objective of this initiative is to design and develop indigenous quantum communication systems that can be deployed via drones for secure data transmission. This technological breakthrough is anticipated to serve critical sectors such as defence, emergency response, infrastructure security, and confidential government communications.
This partnership aligns with the broader national agenda of “Atmanirbhar Bharat” (self-reliant India), emphasizing indigenous innovation and secure technological sovereignty. The collaboration will also foster joint efforts in academic and industrial research, including the formulation of research proposals for domestic and global funding, as well as knowledge dissemination through technical papers, white papers, conferences, and symposia.
Dr. Rajkumar Upadhyay, CEO of C-DOT, expressed his optimism regarding the collaboration, stating, “This partnership exemplifies the synergy between public research institutions and private innovation. Together, we aim to harness the potential of quantum technologies to build a secure digital infrastructure, propelling India to the forefront of global quantum research and applications.”

Mr. Jay Oberoi, Founder and CEO of Synergy Quantum India, echoed similar sentiments, adding, “Working alongside C-DOT offers a unique opportunity to demonstrate India’s potential in quantum-secure drone communication. This initiative places India in a strong position to emerge as a global leader in quantum communication systems.”
The MoU signing ceremony witnessed the presence of prominent dignitaries, including Dr. Pankaj Dalela and Ms. Shikha Srivastava, Directors at C-DOT, and representatives from Synergy Quantum, including Mr. Ajay Singh (COO), Dr. Vipin Rathi, and AM G S Bedi. Senior officials from both organisations also attended the event, signifying a unified commitment to breakthrough innovation.
