Key Bureaucratic Appointments


In a significant reshuffling of administrative roles, Dilkhush Meena, a 2019-batch IAS officer of the AGMUT cadre, has been appointed as Deputy Commissioner of the Municipal Corporation of Delhi (MCD) after joining the Government of the National Capital Territory of Delhi (GNCTD). Meena previously served as Deputy Commissioner of North & Middle Andaman in the Andaman and Nicobar UT Administration.

Meanwhile, R. Menaka, a 2011-batch IAS officer of the AGMUT cadre, currently serving as Deputy Secretary in the Department of Commerce, has been directed by the Union government to assume the position of Deputy Secretary in the Cabinet Secretariat. According to a Department of Personnel and Training (DoPT) order dated November 25, 2024, the Appointments Committee of the Cabinet (ACC) approved the Civil Services Board’s recommendation for her lateral transfer. Her new tenure extends up to June 27, 2028, or until further notice, whichever occurs first.


In another development, the tenure of D. Thara, a 1995-batch IAS officer of the Gujarat cadre and Additional Secretary in the Ministry of Housing and Urban Affairs (MoHUA), has been extended. The ACC has approved her central deputation extension beyond December 5, 2024, until July 28, 2026, or further orders. Furthermore, her temporary Director-level post upgradation to Additional Secretary has been extended for another year, up to December 5, 2025, to ensure continuity in her responsibilities.

Additionally, the Union government has tasked Annies Kanmani Joy, a 2012-batch IAS officer of the Karnataka cadre, currently serving as Deputy Secretary in the Department of Economic Affairs (DEA), to transition to the Department of Personnel and Training (DoPT) as Deputy Secretary. As per the DoPT order issued on November 25, 2024, the ACC approved her lateral move for the remaining period of her four-year central deputation or until further orders.
