In the wake of significant reshuffling within the Department of Personnel & Training (DoPT), 1987 batch IAS officer Tuhin Kanta Pandey of the Odisha cadre has assumed additional responsibilities as Secretary of DoPT. Pandey steps into this role following the departure of 1989 batch IAS officer Dr. Vivek Joshi (Haryana cadre), who has transitioned to serve as Chief Secretary of Haryana.
Already tasked with his core roles as the Finance Secretary (designate) and head of the Department of Investment and Public Asset Management (DIPAM), Tuhin Kanta Pandey also maintains his role as interim Secretary of the Department of Public Enterprise (DPE) since August 1, 2024. This makes him one of the most strategically positioned and busiest union secretaries at the central level, overseeing four critical portfolios.

DoPT’s leadership landscape has been notably dynamic since the retirement of Radha S. Chauhan (Retd IAS: 1988: UP) on July 1, 2024. Home Secretary Ajay Kumar Bhalla (Retd IAS: 1984: AM) initially provided interim leadership until Dr. Joshi’s appointment on August 17, 2024. However, after a nine-week tenure, Dr. Joshi resumed duties in his home state, prompting Pandey’s appointment as interim Secretary for DoPT on November 4, 2024. Pandey’s broad portfolio reflects the government’s reliance on seasoned leadership amid a critical period of transitions within DoPT.
