IAS Transfer


The Jharkhand government has executed a significant bureaucratic reshuffle, transferring 24 IAS officers across the state. Among the key changes, Nitin Madan Kulkarni (1995 batch) has been appointed Principal Secretary in the Department of Agriculture, Animal Husbandry, and Cooperative, succeeding Vipra Bhal (2006 batch) as Principal Secretary to the Governor.

Mast Ram Meena (1996 batch), currently Principal Secretary in the Department of Planning and Development, has been given additional charge of the Department of Drinking Water and Sanitation. Sunil Kumar (1997 batch) will continue as Principal Secretary in the Road Construction Department while holding additional responsibilities in Urban Development and Housing, JUICO, and GRDA.

Amitabh Kaushal (2001 batch) has taken on the role of Secretary in the Information Technology and E-Governance Department while retaining his duties in the Commercial Tax Department. Manish Ranjan (2002 batch) has been made Director of the Administrative Training Institute in Ranchi, and Rajesh Kumar Sharma (2003 batch) has been appointed Secretary of the Disaster Management Department.


Abu Bakr Siddiqui (2010 batch) now serves as Secretary of the Forest, Environment, and Climate Change Department, while Manoj Kumar continues as Secretary of the Child Development and Social Security Department with additional charge of the Excise and Prohibition Department.

Arwa Rajkamal has been appointed Secretary in the Building Construction Department with additional responsibilities in the Jharkhand State Building Construction Corporation Limited, Ranchi, and as Resident Commissioner at Jharkhand Bhawan, New Delhi. Jitendra Kumar Singh will now serve as Secretary in the Department of Mines and Geology, with additional duties in the Industries Department.


Uma Shankar Singh (2009 batch) will hold additional responsibilities in the Food, Public Distribution, and Consumer Affairs Department. Amit Kumar has been posted as Commercial Tax Commissioner and Manjunath Bhajantri (2011 batch) will serve as the CEO of the Jharkhand State Livelihood Promotion Society and MNREGA Commissioner.

Amit Prakash (2011 batch) has been appointed as Excise Commissioner while retaining his role as Managing Director of the Jharkhand State Beverage Corporation. Sandeep Singh is the new Municipal Commissioner of Ranchi Municipal Corporation, with additional duties in the Ranchi Regional Development Authority (RRDA).

Shailendra Kumar Lal has been named Mission Director-cum-CEO of the Jharkhand Skill Development Mission Society, while Sunil Kumar Singh (2013 batch) takes on the role of Additional Secretary in the Department of Labour, Planning, Training, and Skill Development.

Ananya Mittal (2015 batch) will continue as Deputy Commissioner of East Singhbhum, Jamshedpur, with additional responsibilities in the Subarnarekha Project, Jamshedpur. Sameera S has been appointed Director-cum-Member Secretary of the Jharkhand State Child Protection Institute, holding multiple roles in the State Nutrition Mission, Watershed Mission, and Social Security in Jharkhand, Ranchi.

Ravi Anand is the new Joint Secretary of Personnel and Administrative Reforms, while Deepak Kumar Dubey has taken up the role of Joint Secretary in the Urban Development and Housing Department. Saurabh Kumar Bhuwania (2019 batch) has been appointed Joint Secretary in the Finance Department, Alok Kumar (2019 batch) as Joint Secretary in the Home, Jail, and Disaster Management Department, and Shatabdi Majumdar (2019 batch) as Under Secretary in the Finance Department.
