
In a recent appointment by the Indian government, Dr. Pallavi Jain Govil, a 1994 batch Indian Administrative Service (IAS) officer from the Madhya Pradesh cadre, has been named as the new Directorate General of Hydrocarbon (DGH). Dr. Pallavi Jain Govil is currently serving as the Principal Secretary in the Department of Tribal Welfare for the Government of Madhya Pradesh.
The Directorate General of Hydrocarbon (DGH) is a vital governmental regulatory body operating under the Ministry of Petroleum and Natural Gas. One of its primary roles is to provide guidance to the Ministry of Petroleum & Natural Gas on matters related to exploration strategies, production policies, and various other aspects of the hydrocarbon sector. Moreover, the DGH also plays a pivotal role as the nodal agency responsible for the implementation of the government’s ambitious New Exploration Licensing Policy (NELP) and Coal Bed Methane (CBM) policy.
Dr. Pallavi Jain Govil has an impressive track record, having previously served as the Principal Secretary of the Public Health and Family Welfare department in Madhya Pradesh in 2019-20. Between August 2016 and 2019, she held the position of Health Commissioner and Controller of the Food and Drug Administration (FDA).

Dr. Pallavi Jain Govil is highly qualified, holding double Master’s degrees—one in Economics from the Delhi School of Economics in Delhi, India, and the second in Public Policy Analysis from Princeton University in New Jersey, USA. She also holds a Ph.D. in Economics from the City University of New York Graduate Center in New York, USA.
