In light of the escalating war-like situation along India’s western borders, the central government has appointed senior civil servants as mentors for key districts in the Union Territory of Jammu and Kashmir to ensure efficient governance and administrative preparedness.

Shaleen Kabra (IAS: 1992: AGMUT), currently serving as Additional Chief Secretary in the Jal Shakti Department, has been designated as the mentor for Jammu district. Shailendra Kumar (IAS: 1995: AGMUT), Principal Secretary of the Agriculture Production Department, will take charge of mentoring the Poonch district.
Sanjeev Verma (IAS: 2001: AGMUT), Commissioner/Secretary in the Social Welfare Department, has been tasked with overseeing Kathua, while Vikramjit Singh (IPS: 2006: AGMUT), Commissioner/Secretary of the Industries and Commerce Department, will supervise Samba.
Further, Sarmad Hafeez (IAS: 2009: AGMUT), Commissioner/Secretary of the Youth Services and Sports Department, will mentor Kupwara, and Kumar Rajeev Ranjan (IAS: 2010: AGMUT), Administrative Secretary in the Labour and Employment Department, is entrusted with Baramulla.

Bhupinder Kumar (IAS: 2011: AGMUT), Secretary of the Public Works (R&B) Department, will oversee mentoring efforts in the Rajouri district.

This strategic deployment underscores the government’s proactive approach to reinforce governance, coordination, and administrative resilience in sensitive regions amid heightened security concerns.
