In a recent development, the General Administration department in Kerala has issued official orders regarding the transfer and postings of 14 IAS officers. The following key appointments have been notified:

Bishwanath Sinha, who previously served as the Additional Chief Secretary in the Finance department, has been transferred and posted as the Additional Chief Secretary of the Home and Vigilance department.

APM Mohammed Hanish, the Principal Secretary of Health and Family Welfare, will now take on the additional responsibility of Health and Family Welfare (Medical Education), including the Kerala University of Health Sciences.

Sharmila Mary Joseph, the Principal Secretary of Local Self-Government, will assume the full additional charge of Women and Child Development, alongside her existing responsibilities.

Rabindra Kumar Agarwal, who has returned from his Central deputation, has been appointed as the Principal Secretary of Finance.

During the interim period before Mr. Agarwal assumes his new role, Sanjay M. Kaul, the Chief Electoral Officer of Kerala and Secretary of Election, will hold the full additional charge of the Secretary of Finance, in addition to his current duties.

K.S. Srinivas, the Principal Secretary of Fisheries, will now take on the additional responsibility of Ports.

Rathan U. Kelkar, the Secretary of Electronics and Information Technology, will assume the full additional charge of the Environment department, in addition to his existing responsibilities.

Biju K., the Secretary of Public Works, will now hold the full additional charge of Tourism.
A. Kowsigan, the Director of Animal Husbandry, has been transferred and appointed as the Commissioner for Land Revenue. He will also take on the full additional responsibilities of Commissioner of Disaster Management, State Project Manager of the National Cyclone Risk Mitigation Project, and Director of Animal Husbandry.

Seeram Sambasiva Rao, the Director of Survey and Land Records, will now assume the full additional charge of Director of Dairy Development.

Abdul Nasar B., the Additional Secretary of Revenue, will hold the full additional charges of Housing Commissioner and Secretary of the Kerala State Housing Board.

Gopalakrishnan K., the Director of Scheduled Castes Development, will now assume the full additional charge of Director of the Backward Classes Development department.

Prem Krishnan, the Director of Sports and Youth Affairs, has been placed at the disposal of the Public Works department and appointed as the Project Director of the Kerala State Transport Project. He will also hold the full additional charge of Additional Director (General) of Tourism.

Rajeev Kumar Choudhary, the District Development Commissioner of Malappuram, has been transferred and posted as the Director of the Sports and Youth Affairs Department. He will also assume the full additional charge of Director of the Civil Service Academy.

These significant administrative changes aim to streamline the functioning of various departments and enhance efficiency in the state’s governance.
