In a major bureaucratic arrangement in the state, the Haryana government on Sunday ordered the transfer and posting of 14 IAS officers holding the charge of administrative secretaries.

Rajesh Khullar, a 1988 batch officer, has been appointed as the financial commissioner, revenue, and additional chief secretary (ACS) of the school education and public relations departments, under the directives given by chief secretary Sanjeev Kaushal on Sunday. Khullar, who was appointed executive director of the World Bank and was on central deputation, returned to his original cadre last month after being prematurely repatriated.

In place of Sumita Misra and Ankur Gupta, respectively, Sudhir Rajpal was appointed as ACS, printing and stationery, and ACS, agricultural, and civil aviation. Ashok Khemka also received the added responsibility of printing and stationery from ACS, Archives. Sumita Misra was listed under the headings of ACS, agriculture, medical training and research, and women and child development.


An Indian Revenue Service (IRS) officer from the income tax stream, Devinder Singh Kalyan was posted as principal secretary, excise and taxation.

ACS, finance, Anurag Rastogi was given the additional charge of ACS, public works department (PWD), replacing Ankur Gupta who was transferred as ACS, animal husbandry and fisheries.


ACS, public health, Apoorva Kumar Singh was given additional charge of ACS, energy, relieving V Umashankar who continues to hold the charge of principal secretary to the chief minister.

Anand Mohan Sharan, who replaced Vijayendra Kumar, was assigned the additional responsibility of ACS, higher education. Kumar was appointed principal secretary for Antyodaya (SEWA), social justice, empowerment, and welfare of SCs and BCs.

Arun Gupta, who replaced Apoorva Kumar Singh, was given the additional responsibility of ACS, mines and geology.

ACS, labour, Raja Sekhar Vundru was posted as ACS, housing for All and foreign cooperation replacing Anil Malik and Anurag Aggarwal, respectively.

Anurag Aggarwal, the chief electoral officer for Haryana, is expected to be appointed principal secretary for labour if the Election Commission gives its approval.

Navdeep Singh Virk, Principal Secretary for transport, was also handed the responsibility for sports.

In Arun Kumar Gupta’s place, Vikas Gupta, the chief executive officer of the Haryana Parivar Pehchan Patra Authority, was appointed commissioner and secretary of the urban local bodies.

Amneet P. Kumar was moved to the Sainik and Ardh Sainik welfare department as commissioner and secretary for women’s and children’s development.
