In a major move to benefit millions of Delhiites, the Rajya Sabha, on February 9, passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2021. The Bill aims to regularise the unauthorised colonies in Delhi and is expected to benefit 1.35 crore people residing in such colonies in the capital.

The bill replaces the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Ordinance, 2020, which was first announced by President Ram Nath Kovind on December 30, 2020. The ordinance provided an extension to the NCT of Delhi Laws (Special Provisions) Second Act, 2011, that was valid till December 31, 2020, to December 31, 2023.

As reported by a national daily, Hardeep Singh Puri, Minister of State (IC) of Housing and Urban Affairs pointed out the population growth in Delhi that witnessed a rise from eight lakh in 1947 to 1.6 crore in 2011. To this, he added, “Exponential growth has led to a serious stretch on resources leading to vast gaps in demand and supply.”

Puri mentioned three schemes of the government stating that these have been of great benefit to the people of Delhi. As many as 1.35 crore people will benefit from these schemes, the Pradhan Mantri Unauthorised Colonies in Delhi Awas Adhikar Yojana which is aiming to aid 50 lakh people; the ‘Jahan Jhuggi, Wahan Makaan’ under the PMAY (Urban) that is expected to aid around 10 lakh people; and, 75 lakh people are expected to be benefitted under the land pooling which is under implementation.

The Minister also informed that the Delhi Development Authority (DDA) has finalised the control norms for re-development in 188 colonies. Under the in-situ rehabilitation of JJ clusters, 376 clusters of the total 675 JJ clusters in Delhi are with DDA. Moreover, 7,500 houses for Economically Weaker Section (EWS) for three JJ clusters in Kalkaji Extension, Jailorwala Bagh and Kathputli Colony, Shadipur are under construction.

The Centre had shown a green flag to the plan to give ownership rights to 40 lakh people residing in over 1,700 unauthorised colonies in Delhi. As per the Centre, the landmark initiative would address major challenges that the residents of such colonies face like lack of ownership and transfer rights, provision of basic infrastructure and civic amenities, etc. The Centre claims that the decision once implemented would aid them in getting rid of the issues and improve the living conditions in such colonies.
