Shortly after the Election Code of Conduct ended, the Government of Kerala executed a major bureaucratic reshuffle, transferring several IAS officers across the state to new positions.

S Harikishore (2008 batch), previously serving as the Director of the Department of Commerce and Industries, has been named as new PRD Secretary and will also serve as the Managing Director (MD) of KSIDC.

V R Premkumar (2014 batch) has taken over as the MD of the Water Authority, replacing Bhandari Swagat Ranveer Chand (2010 batch). Additionally, Binu Francis, IAS, has been named Joint MD of the Water Authority, replacing Dr. Dinesan Cheruvat. Francis will also hold the additional charge of Executive Director of the Jalanidhi Project.

Haritha V Kumar (2013 batch) has been appointed as the MD in the Department of Women and Child Welfare. Meanwhile, K Harikumar will now serve as the Director of the Department of Mining & Geology, with additional responsibilities as Deputy Secretary and Director-in-charge of project implementation.


IAS officer Suraj Shaji has been transferred to the position of Director of Urban Affairs and will also serve as the CEO of LIFE Mission. IAS officer Seeran Sambasiva Rao has been made Director of the Department of Survey and Land Records, as well as Principal Director of the Department of Local Government.

M G Rajamanickam (2008 batch) has been appointed Secretary of Devaswom and given the additional charge of Director of Amrit Mission. T V Anupama (2010 batch) has been made Special Secretary in the Department of Local Government. Pranabjyoti Nath (2005 batch), the current Secretary of the Department of Sports and Youth Affairs, will also look after the Minority Welfare Department.

Dr. Rathan Kelkar (2003 batch), the incumbent Secretary of IT, will now also manage the Cooperation Department. Dr. Rajan Khobragade (1993 batch), the Additional Health Chief Secretary, has been given additional responsibility for the Cultural Department.

This reshuffle is part of the state government’s strategy to optimise administrative efficiency and enhance governance across various departments.
