The Unique Identification Authority of India will commence its second phase of Aadhaar enrolments for 40 crore residents from today. The Authority hopes to complete the process in the next two years.

UIDAI Deputy Director General (Bangalore regional office) Ashok Dalwai has been quoted as saying that a software – which is more accurate and contains more security features – will be simultaneously released in all 18 states where UIDAI is operating.

The second phase of Aadhaar enrolments are going to be more stringent and foolproof, both at the enrolment level and data uploading level.

As part of the new strategy, the authority will only enroll people introduced by government officials, unlike in the first phase when anyone could become the introducer. An introducer is a person who is authorised by the authority’s registrars to introduce a resident who doesn’t possess identification documents.

“Introducers are individuals like elected local body members, postmen, teachers, health workers, doctors and representatives of local NGOs and Aanganwadi/ASHA workers,” the authority said in its new strategy document. It has been made mandatory for the State government to appoint an “authorised person” to verify the documents of citizens who come for enrolment at each centre.

For faults at the data centre level, the UIDAI plans to penalise the operators and cancel the licence while earlier there was no such penalty clause. “We have a new strategy in place for the second phase to address security concerns…”
