The Transport Department of Telangana on 7 November 2026 said vehicle owners can now complete transfer of ownership, apply for an interstate No Objection Certificate and update e-KYC details through the Vahan Citizen Services portal, using Aadhaar-based one-time password authentication instead of visiting a Regional Transport Office.

The step follows a wider move to put routine transport work online, after the state recently said applicants would be able to take the learner’s licence test from home using AI. The three services sit on the national Vahan platform that already supports other registration-certificate and driving-licence tasks.
How online ownership transfer works on the Telangana Vahan portal
For a transfer of ownership, the seller and the buyer each complete a separate step. The seller logs in, enters the vehicle registration number and the last five characters of the chassis or engine number, and confirms the vehicle using the insurance or Pollution Under Control certificate validity date. After Aadhaar OTP authentication, the seller enters the buyer’s details and selects the concerned Regional Transport Office. An application number is then sent to the buyer’s mobile phone.

The buyer uses that number to continue, completes Aadhaar OTP verification, enters the current address and reviews the National Crime Records Bureau report on the vehicle. After the prescribed fee is paid, both parties digitally sign the application with Aadhaar OTP. The department said the transaction is then approved automatically and the new registration certificate is dispatched by the RTO.

Interstate NOC and e-KYC updates
Owners who plan to move a vehicle to another state, or sell it there, can apply for a No Objection Certificate online. After entering vehicle details and authenticating with Aadhaar OTP, they state the reason, choose the destination state and RTO, generate an NCRB report, pay the fee and upload Form 28 along with that report. The application then goes to the concerned RTO for scrutiny.
The third service lets owners update e-KYC details with an Aadhaar number or Virtual Aadhaar ID. After verifying the vehicle and authenticating an OTP sent to the Aadhaar-linked mobile number, they review the details and upload copies of the Aadhaar card and the original registration certificate. The request then goes to the RTO for approval. Officials said e-KYC details cannot be corrected once submitted; an incorrect application must be withdrawn and filed again, and the fee already paid is forfeited.

Why it matters for state e-governance
Moving high-volume RTO transactions onto a national digital public platform, secured by Aadhaar, is meant to cut counter visits for used-vehicle sales and related paperwork. The same identity layer now supports other citizen services, from an UIDAI Aadhaar Seva Kendra opened in Kannur to states that have already put licences and certificates online, as Karnataka did under Sakala with DigiLocker storage.
The services run through the official Parivahan Sewa / Vahan Citizen Services system of the Ministry of Road Transport and Highways. The Telangana Transport Department asked owners to check every detail before submitting, never to share OTPs, and to use only the official portal. Queries on a filing already under process should go to the concerned RTO. The move sits alongside other digital infrastructure work in the state, including the latest Telangana BharatNet funding for 12,769 gram panchayats.
Key takeaways
- Telangana has added vehicle ownership transfer, interstate NOC and e-KYC updates to the Vahan Citizen Services portal, with Aadhaar OTP authentication.
- Ownership transfers are completed by seller and buyer online, checked against an NCRB report, e-signed and then auto-approved, after which the RTO dispatches the new RC.
- NOC and e-KYC applications go to the RTO for processing; e-KYC errors cannot be edited after submission and need a fresh paid filing.
