The Delhi government is preparing for a major administrative reshuffle that is expected to impact nearly 60–70% of cadre and ex-cadre officials, including DANICS officers, ad hoc DANICS officers, Sub-Divisional Magistrates (SDMs), and Grade-I officers. The move is aimed at enhancing transparency, improving administrative efficiency, and ensuring greater accountability across government departments.

According to official sources, the exercise follows directions from Chief Minister Rekha Gupta, who has stressed the need to eliminate corruption, improve governance, and rotate officials who have remained in the same positions for extended periods.
Officials Serving Long Tenures Likely to Be Shifted

Sources said many officers have been working in the same departments or assignments for more than five years, creating what officials described as “comfort zones.”

The government has already initiated the transfer process, and officials may be moved either within their departments or to entirely new assignments based on administrative requirements.
Officials said the reshuffle is intended to bring fresh leadership into departments and strengthen transparency in government functioning.

CM Rekha Gupta Pushes for Accountability
The latest exercise is part of Chief Minister Rekha Gupta’s broader effort to improve governance standards across the Delhi administration.
A senior official said the Chief Minister has made it clear that there is no place for corruption, negligence, or administrative complacency, and departments have been directed to ensure greater efficiency through periodic transfers.
The government believes regular rotation of officers will help improve public service delivery while reducing the possibility of irregularities.
Finance Department Already Witnessed Major Changes
The proposed reshuffle follows a recent transfer exercise in the Finance and Accounts Department, where 52 officers who had been posted at the same location for over five years were transferred with immediate effect.
The transfers included:
- 23 Deputy Controllers of Accounts
- 29 Senior Accounts Officers
In addition, 19 Senior Accounts Officers were promoted as Deputy Controllers of Accounts and assigned higher responsibilities.
Officials said the changes were made purely on administrative grounds to improve transparency and operational efficiency.

Trade and Taxes Department Also Restructured
Earlier this year, Chief Minister Rekha Gupta carried out a surprise inspection of the Trade and Taxes Department at ITO after receiving complaints regarding the functioning of the department.
Following the inspection, biometric attendance was made mandatory for all officials, including Additional Chief Secretaries and Secretaries. Show-cause notices were also issued to officers who were found absent from their offices.
Subsequently, the department transferred 162 officers and employees, including:
- 3 Assistant Commissioners
- 58 Grade-I Section Officers
- 22 Grade-II Assistant Section Officers
- 74 Grade-III Senior Assistants
- 5 Grade-IV Junior Assistants
Most of these officials had remained posted at the same location for more than three years.
Transfers Proposed in Jail Health Services
The Delhi government has also recommended the transfer of 39 doctors serving in Tihar and Mandoli jails for more than five years.
The proposal, sent to Lieutenant Governor Taranjit Singh Sandhu, includes specialist doctors as well as General Duty Medical Officers (GDMOs). Around 35 doctors are proposed to replace them, taking the total number of proposed transfers to nearly 74.
Officials said several doctors had remained posted at the same facilities since 2014.
More Departments Under Review
Sources indicated that departments have been directed to prepare lists of officials who have been serving in the same positions for prolonged periods.
While some officers may continue in their current roles due to health conditions or ongoing projects, officials said transfers are generally expected every three years, particularly in finance, accounts, and other sensitive administrative posts.
More departmental reshuffles are expected over the coming months.
Previous Bureaucratic Transfers
Last month, the Delhi government also transferred over 50 IAS and DANICS officers, including secretaries to four ministers and several senior Health Department officials. Some officers were assigned additional responsibilities.
According to sources, the transfers in the Health Department followed allegations of irregularities in the procurement of medical equipment.
Officials clarified that while transfers of IAS officers require the approval of the Lieutenant Governor, transfers involving SDMs, ad hoc DANICS officers, and Grade-I officers are processed by the Chief Secretary.

The proposed reshuffle reflects the Delhi government’s continued efforts to improve governance by ensuring regular rotation of officials and strengthening accountability across departments.
