The Government of Jharkhand is set to showcase its ambitious vision for Artificial Intelligence (AI)-driven governance and digital transformation at the National Stakeholders’ Consultation 2026, scheduled to be held in New Delhi on July 8–9, 2026. Organised by the Department of Information Technology & e-Governance, the two-day event will bring together policymakers, technology companies, industry leaders, academia, and domain experts to discuss the future of AI, digital governance, and emerging technologies.


The consultation will also serve as a platform for Jharkhand to present its roadmap for becoming a digitally empowered, technology-driven, and citizen-centric state.

Hemant Soren to Present State’s Digital Vision


Chief Minister Hemant Soren will inaugurate the consultation and unveil Jharkhand’s strategy for developing its IT, IT-enabled Services (ITeS), Artificial Intelligence, and emerging technology ecosystem.


The Chief Minister is expected to highlight how AI can be used not only to drive innovation but also to improve governance, strengthen public service delivery, and promote inclusive development across the state.

The inaugural session will also be attended by the Chief Secretary, Development Commissioner, Secretary of the Information Technology & e-Governance Department, senior government officials, and representatives from leading technology companies.


Technology Leaders to Discuss AI and Digital Innovation

Nearly 100 leading technology companies from India and abroad are expected to participate in the consultation.

Discussions will focus on:

  • Artificial Intelligence
  • Digital governance
  • Emerging technologies
  • Public sector innovation
  • Government-industry collaboration

The event aims to foster partnerships that can accelerate Jharkhand’s digital transformation and attract investments in the state’s technology ecosystem.

Ranchi IT Park to Be Presented to Investors

A major highlight of the consultation will be the presentation of the proposed Ranchi IT Park, which the state government aims to develop as a leading IT and IT-enabled Services destination in eastern India.

Spread over 100.97 acres of government-owned land in Ranchi’s Core Capital Area, the proposed IT Park is strategically located near IIM Ranchi and Birsa Munda Airport.

The government will also showcase Jharkhand’s growing talent base, noting that more than 20,000 IT graduates join the workforce every year.

IT Policy 2023 to Highlight Investment Opportunities

Officials will present the incentives available under the Jharkhand IT Policy 2023, which has been designed to attract technology companies and promote investment.

Key incentives include:

  • 50% reimbursement of capital investment
  • 100% exemption on stamp duty
  • 100% waiver of electricity duty

The government believes these incentives position Jharkhand as one of the most attractive destinations for IT investments in eastern India.

Draft AI Policy 2026 to Be Open for Consultation

One of the key agenda items during the event will be the presentation of the Draft AI Policy 2026, which will be opened for stakeholder feedback.

The proposed policy, covering the period from 2026 to 2031, seeks to establish a responsible, ethical, and scalable AI ecosystem across government departments.

The framework aims to institutionalise AI-driven governance while ensuring transparency, accountability, and citizen-centric implementation.

Proposal for State AI Mission

As part of the proposed policy, the government plans to establish a State AI Mission under the chairmanship of the Chief Minister.

The mission will be supported by JAP-IT as the nodal implementation agency and will oversee AI adoption across departments.

The draft policy also proposes the development of a Jharkhand AI Cloud, designed to work in sync with the Government of India’s IndiaAI ecosystem, providing the digital infrastructure required for AI-enabled governance.

AI to Support Governance Across Key Sectors

The proposed AI framework identifies several priority sectors where Artificial Intelligence can improve governance and public service delivery, including:

  • Governance and public administration
  • Agriculture and rural livelihoods
  • Healthcare
  • Mineral resource management

The initiative aligns with the Government of India’s vision of “AI for All”, promoting inclusive, responsible, and people-centric adoption of Artificial Intelligence.

Chief Minister’s Data Intelligence Platform Proposed

The consultation will also introduce the concept of the Chief Minister’s Data Intelligence Platform (CM-DIP).

The proposed AI-powered platform aims to integrate data from multiple government departments to enable:

  • Real-time monitoring
  • Evidence-based policymaking
  • Data-driven governance
  • Better inter-departmental coordination
  • Improved citizen service delivery

Officials believe the platform will strengthen decision-making and enhance the overall efficiency of government programmes.

Citizen-Centric Digital Services Planned

The proposed governance framework also includes multilingual digital services through WhatsApp-based interfaces and digital kiosks at Panchayat Bhavans, making government services more accessible to citizens.

In addition, an Integrated Control and Command Centre has been proposed to improve coordination, transparency, and responsiveness across departments.

These initiatives are expected to make government services more efficient and accessible while improving citizen engagement.

Towards a Digital and AI-Driven Jharkhand

Through the National Stakeholders’ Consultation 2026, Jharkhand aims to position itself as a leading destination for AI-driven governance, digital innovation, and technology investments. By bringing together government, industry, academia, and technology experts, the state hopes to build a collaborative ecosystem that supports innovation, attracts investment, and accelerates digital transformation.
