The Karnataka government has carried out a fresh administrative reshuffle, transferring five Indian Administrative Service (IAS) officers and assigning them new responsibilities across key departments. The transfers, announced by the Department of Personnel and Administrative Reforms (DPAR), have been made with immediate effect as part of the state’s ongoing administrative exercise to strengthen governance and improve public service delivery.

According to the government, the transfers were made on administrative grounds as well as based on requests from the officers concerned.
Dr. Ragapriya R. Appointed Labour Commissioner

One of the key appointments in the latest reshuffle is that of Dr. Ragapriya R., who has been posted as Commissioner of the Labour Department. She was previously awaiting a posting order.

Her appointment comes at a time when the department is focusing on labour welfare, employment initiatives, industrial relations, and implementation of labour laws across the state.
IAS Harsha Gupta to Lead New Praja Seva Department

Senior IAS officer Harsha Gupta has been appointed Principal Secretary of the newly created Praja Seva (Public Service) Department, which has been established to improve grievance redressal and citizen service delivery.
In addition to his new role, Harsha Gupta will continue to hold the additional charge of Chairman of the Karnataka Appellate Tribunal.
The newly created department will serve as a single administrative platform for handling public grievances and strengthening service delivery across government departments.
Other Key Transfers
The reshuffle also includes several other important appointments:
- Dr. Gopal Krishna H.N., who was serving as Commissioner of the Labour Department, has been transferred as Commissioner of the Department of Collegiate Education.
- Dr. Harish Kumar K., who was awaiting posting, has been appointed Director of the Department of Technical Education.
- Manjushree N., Commissioner of the Department of Collegiate Education, has been relieved from her current position and will remain awaiting further posting orders.
Praja Seva Department to Strengthen Public Services
The Karnataka Cabinet approved the creation of the Praja Seva Department during its meeting on June 20, with the Department of Personnel and Administrative Reforms formally notifying its establishment on June 24.
The department has been created to bring together key citizen-centric functions under one administrative framework, including:
- Administrative Reforms Wing
- Public Grievances Division
- Sakala Mission
The objective is to simplify governance, improve coordination among departments, and ensure faster resolution of public grievances.
New Administrative Structure Approved
To operationalise the department, the government has sanctioned 73 permanent posts through the reorganisation of existing positions.

The approved structure includes senior positions such as:
- Principal Secretary
- Mission Director
- Additional Mission Director
- Deputy Secretary
- Administrative Officer
Additionally, 48 contractual and outsourced posts have been approved to support technical and administrative functions.

The latest reshuffle reflects the Siddaramaiah-led government’s continued efforts to strengthen administrative efficiency by deploying experienced officers in strategic positions. The creation of the Praja Seva Department, along with the latest transfers, is expected to improve coordination across departments and deliver faster, more citizen-centric government services.
