The Karnataka government has undertaken a significant administrative reshuffle, transferring and reassigning several IAS officers across key departments, public sector undertakings and governance institutions. The exercise includes major changes in transport corporations, education, tourism, agriculture, health, rural development and municipal administration.


The latest postings are aimed at strengthening governance, improving administrative coordination and accelerating implementation of development programmes across the state.

Major Manivannan Gets Additional Urban Transport Responsibility


Major Manivannan P. (IAS:1998), who is currently serving as Commissioner of the Bangalore Development Authority (BDA), has been entrusted with the concurrent charge of Commissioner, Directorate of Urban Land Transport.


The additional responsibility places him at the centre of urban mobility planning and transport infrastructure initiatives, particularly in Bengaluru’s rapidly expanding metropolitan region.

Changes at Karnataka Bhavan, New Delhi


Imkongla Jamir M. (IAS:2002), who was serving as Resident Commissioner, Karnataka Bhavan, New Delhi, has been transferred and posted as Secretary (Coordination), Karnataka Bhavan, New Delhi. With this move, Sameer Shukla is relieved of the additional charge he was holding.

Sameer Shukla (IAS:2005), Secretary, Rural Development and Panchayat Raj Department, has now been appointed Resident Commissioner, Karnataka Bhavan, New Delhi, succeeding Imkongla Jamir.

New Secretaries for Backward Classes Welfare and Higher Education

Dr. Prasad N.V. (IAS:2004) has been appointed Secretary, Backward Classes Welfare Department. He takes over from Thulasi Maddineni.

Thulasi Maddineni (IAS:2005) has been transferred as Secretary, Higher Education Department, replacing Khushboo G. Chowdhary, who had been holding the position as an additional charge.

Rural Development Department Gets Additional Support

Randeep D. (IAS:2006) has been given concurrent charge as Secretary (Panchayat Raj) in the Rural Development and Panchayat Raj Department. The move is expected to strengthen coordination and implementation of local governance initiatives across Karnataka.

Leadership Changes at KSRTC and BMTC

One of the most important outcomes of the reshuffle is the appointment of new heads for Karnataka’s two major public transport corporations.

Sivakumar K.B. Takes Charge of KSRTC

Sivakumar K.B. (IAS:2010), who was serving as Managing Director of Bengaluru Metropolitan Transport Corporation (BMTC), has been appointed Managing Director of Karnataka State Road Transport Corporation (KSRTC).

He succeeds Akram Pasha, who had headed KSRTC for nearly a year.

Raghunandan Murthy Appointed BMTC Managing Director

Raghunandan Murthy (IAS:2014) has been appointed Managing Director of BMTC. He succeeds Sivakumar K.B. and will continue to hold concurrent charge as Commissioner of Treasuries.

His appointment comes at a time when BMTC is focusing on service expansion, fleet modernisation and commuter-focused initiatives.

Tourism Department Gets New Commissioner

Ram Prasath Manohar V. (IAS:2010), Managing Director of Karnataka Power Transmission Corporation Limited (KPTCL), has been assigned concurrent charge as Commissioner of Tourism.

He replaces Shivaprasad P.R., who was holding the responsibility as an additional charge.

Agriculture and MSME Departments Witness Key Changes

Sateesha B.C. (IAS:2012), Director, Micro, Small and Medium Enterprises (MSME), Commerce and Industries Department, has been appointed Commissioner of Agriculture.

He succeeds Patil Yalagouda Shivanagouda, who was holding the post additionally.

Gyanendra Kumar Gangwar (IAS:2016), Joint Managing Director, Karnataka Urban Water Supply and Drainage Board, has been appointed Director, MSME, Commerce and Industries Department, replacing Sateesha B.C.

Akram Pasha Posted to National Health Mission

Akram Pasha (IAS:2012), who recently served as Managing Director of KSRTC, has been appointed Mission Director, National Health Mission (NHM) and Directorate of Health.

He replaces Avinash Menon Rajendran and will oversee several important public health programmes and healthcare delivery initiatives in the state.

Municipal Administration and Greater Bengaluru Authority

Nitish K. (IAS:2015) has been appointed Director of Municipal Administration, replacing Ravindra P.N.

In addition, he has been entrusted with concurrent charge as Special Commissioner (Health and Education), Greater Bengaluru Authority, succeeding Venkatachalapathy R.

The dual assignment is expected to improve coordination between civic administration and public service delivery.

New Assignment in Bagalkot

Gajanan Bale (IAS:2022) has been appointed Chief Executive Officer, Zilla Panchayat, Bagalkot.

He replaces Sangappa, who was holding the charge additionally. Bale will also continue to hold concurrent charge as General Manager, Resettlement & Rehabilitation and Land Acquisition, Upper Krishna Project, Bagalkot.

Focus on Governance and Service Delivery

The latest reshuffle reflects the Karnataka government’s efforts to place experienced officers in strategic roles across transport, health, tourism, education, agriculture and rural development sectors.
