In a major governance reform aimed at improving public service delivery, the Karnataka government has approved the creation of a new Praja Seva Ministry dedicated to addressing citizen grievances and ensuring faster resolution of public issues.

The decision was taken by the state Cabinet under the leadership of Chief Minister D.K. Shivakumar, with the objective of strengthening accountability, improving coordination among departments and making governance more responsive to citizens’ needs.
New Ministry to Focus on Citizen Services

The Praja Seva Ministry will serve as a centralized platform for monitoring and resolving public grievances across government departments. The initiative is designed to streamline service delivery through an integrated system that tracks complaints, ensures timely action and gathers citizen feedback.

According to the government, the new department will focus on grievance management, process simplification, time-bound resolution of issues and the adoption of best practices to improve governance standards.
Dedicated Minister and Senior IAS Officer to Lead Initiative

Chief Minister D.K. Shivakumar said the government intends to create a dedicated institutional mechanism that directly addresses the concerns of citizens.
A separate minister will be assigned responsibility for the department, while a senior IAS officer will oversee its functioning and review public grievances received from across the state.
The Chief Minister said petitions submitted to him and other ministers are also expected to be integrated into the new system to ensure better monitoring and follow-up.
Weekly District-Level Reviews Planned
As part of the initiative, ministers in charge of districts will conduct regular public meetings along with local MLAs in their respective districts.
These meetings will review the implementation of government programmes, assess local issues and ensure that public grievances are addressed more effectively at the grassroots level.
The government believes the mechanism will help bridge the gap between citizens and administration while improving service delivery outcomes.
Technology to Play a Key Role
Home Minister Priyank Kharge described the initiative as an important step toward people-centric governance.
He said the Department of E-Governance will provide technological support for the project, including the development of an upgraded Integrated Public Grievance Redressal System (iPGRS) 2.0 and other digital platforms required for efficient implementation.

The technology-driven framework is expected to improve transparency, enable real-time tracking of complaints and strengthen coordination among departments.
