The long-awaited promotion process for Provincial Civil Services (PCS) officers in Uttar Pradesh has moved into its final stage, with 33 officers likely to be inducted into the Indian Administrative Service (IAS) cadre following a Departmental Promotion Committee (DPC) meeting held at the Union Public Service Commission (UPSC) headquarters in New Delhi.

The promotions, against vacancies earmarked for the 2025 selection year, are expected to benefit officers from the 2010, 2011 and 2012 PCS batches. Official orders are likely to be issued later this month after completion of procedural formalities, including scrutiny of service records and vigilance clearances.
UPSC DPC Finalises Recommendations

The Departmental Promotion Committee met on June 10 to evaluate eligible PCS officers for induction into the IAS cadre under the promotion quota allocated to Uttar Pradesh.

Senior officers from the state government participated in the meeting, including Chief Secretary S.P. Goyal, Principal Secretary (Appointments and Personnel) M. Devraj, Additional Personnel Chief Deepak Kumar and Special Secretary Vijay Kumar.
The panel also included representatives of the Central Government and the UPSC, making it the statutory body responsible for finalising recommendations for IAS promotions.

Uttar Pradesh Receives 33 Promotion Vacancies
For the 2025 selection year, the Centre has allocated 33 vacancies to Uttar Pradesh under the promotion quota for induction into the IAS.
Officials said the relatively large number of vacancies has widened the scope of promotions this year, creating opportunities not only for officers from the 2010 and 2011 batches but also for some eligible officers from the 2012 batch.
The higher vacancy count is being viewed as a significant opportunity for experienced PCS officers awaiting elevation to the state’s premier administrative service.
All Eligible 2010 Batch Officers Likely to Be Promoted
According to officials familiar with the process, all eligible officers from the 2010 PCS batch are expected to secure promotion to the IAS cadre.
The officers from the 2010 batch under consideration are:
- Dr. Vishram
- Ashok Kumar Kannaujia
- Pushpraj Singh
- Rajkumar Dwivedi
- Rakesh Kumar Patel
- Alok Kumar
- Sushila
- Sanjay Kumar Singh
A total of eight officers from this batch are expected to be inducted.
Largest Share of Promotions for 2011 Batch
The 2011 PCS batch is likely to account for the highest number of promotions.
The officers reportedly considered by the DPC from this batch include:
- Poonam Nigam
- Santosh Bahadur Singh
- Pankaj Verma
- Pradeep Kumar Yadav
- Yoganand Pandey
- Vijay Kumar Singh
- Atul Kumar-II
- Dr. Sunil Kumar Verma
- Harsh Dev Pandey
- Shailendra Kumar Singh
- Dr. Nitin Madan
- Priyanka Singh
- Amit Kumar-I
- Rinki Jaiswal
- Amit Singh
- Amit Kumar-II
- Vivek Srivastava
- Vaibhav Mishra
- Narendra Bahadur Singh
- Sandeep Kumar
- Garima Swaroop
With 21 officers from the 2011 batch expected to be promoted, the combined total from the 2010 and 2011 batches would reach 29 officers.
2012 Batch Officers Enter the Zone of Consideration
Since the expected promotions from the 2010 and 2011 batches account for 29 of the 33 available vacancies, the remaining four positions are likely to be filled by senior and eligible officers from the 2012 PCS batch.
Officials indicated that the larger number of vacancies has allowed select officers from the 2012 batch to come under consideration earlier than usual.
The final selection will depend on service records, Annual Confidential Reports (ACRs), vigilance status and other eligibility criteria.
Formal Notification Expected Soon
Following the DPC’s recommendations, the promotion process will move through the final administrative stages, including:
- Verification of service records
- Review of Annual Confidential Reports
- Vigilance clearances
- Approval by competent authorities
Once these formalities are completed, the official notification for induction into the IAS cadre is expected to be issued by the end of June.
Major Career Milestone for PCS Officers
Promotion to the IAS is considered one of the most significant achievements in the career of a PCS officer. Officers inducted through the promotion quota become part of the Indian Administrative Service and become eligible for senior administrative and policymaking roles at both the state and central government levels.
The induction of 33 officers is expected to strengthen Uttar Pradesh’s administrative framework by bringing experienced field officers into the IAS cadre. Their elevation is also expected to enhance governance capacity and support the state’s growing administrative requirements in the years ahead.
