Rajasthan is steadily emerging as a model for transformative governance, blending policy reforms with real, measurable outcomes. At a high-level address on “Viksit Rajasthan @ 2047: Governance Transformed” held at the Rajasthan International Centre in Jaipur, Chief Secretary V. Srinivas outlined an ambitious roadmap to position the state as a $4.3 trillion economy by 2047.
But beyond the scale of ambition, the focus was clear—growth that is inclusive, technology-driven, and centred around citizens.
A People-Centric Approach: The GYAN Framework
At the heart of Rajasthan’s strategy is the GYAN framework, which prioritises four key groups—Garib (poor), Yuva (youth), Annadata (farmers), and Nari Shakti (women). Every policy and reform is designed to deliver tangible benefits to these sections, ensuring that development reaches the grassroots.
The state’s vision document, launched in October 2025, outlines a structured roadmap covering education, healthcare, infrastructure, sustainability, and governance reforms. Targets such as universal education, skill-based learning, improved healthcare access, and sustainable water management are central to this plan.
Strong Economic Ambitions
Rajasthan aims to become a $350 billion economy by 2028–29 and scale up to $4.3 trillion by 2047. This growth is expected to be driven by sectors such as agriculture, tourism, green energy, industrial development, and digital governance.
However, officials emphasised that the goal is not just economic expansion but improving quality of life—through better infrastructure, stronger connectivity, and efficient public services.
Digital Governance Takes Centre Stage
One of the most notable developments is the launch of Raj UNNATI, a state-level governance platform inspired by the Centre’s PRAGATI system. Introduced in January 2026, the platform focuses on real-time monitoring, AI-enabled service delivery, digitised land records, and faster grievance redressal.
This shift marks a move from traditional governance to a data-driven, outcome-based system, ensuring accountability and faster decision-making.
Ease of Doing Business Gains Momentum
Rajasthan’s reform efforts are also visible in the business ecosystem. The state implemented over 350 reforms under the Business Reform Action Plan (BRAP) in 2024 and emerged as a top performer in multiple areas.
Further, initiatives like the Rajasthan Jan Vishwas Ordinance 2025 aim to simplify regulations, reduce compliance burdens, and create a more investor-friendly environment.
From Vision to Execution
Under the Rising Rajasthan 2024 summit, the state signed MoUs worth ₹35 lakh crore. Importantly, projects worth over ₹8 lakh crore have already moved to the implementation stage—highlighting strong execution capabilities.
A Key Contributor to Viksit Bharat
Rajasthan’s growth story is being shaped by its strengths in renewable energy, tourism, infrastructure, and industry. However, the real transformation lies in governance—transparent, tech-enabled, and focused on results.

As Chief Secretary V. Srinivas noted, Rajasthan is not just aligning with the national vision of Viksit Bharat @ 2047—it is actively contributing to it.
