The Andhra Pradesh government has appointed retired IAS officer Sonti Venkata Ratna Srinivas as managing director of the Amaravati Growth and Infrastructure Corporation Limited (AGICL), a special purpose vehicle tasked with implementing development projects in the Amaravati capital region.

The appointment was made through a government order issued on December 16, 2025, by S Suresh Kumar, principal secretary, municipal administration and urban development. The order also details the delegation of powers to the corporation. Shri Srinivas assumed charge on Wednesday at his office in the AP Capital Region Development Authority building.

With extensive experience in public administration, infrastructure planning, and large-scale project execution, Shri Srinivas is expected to provide strategic direction to AGICL’s development roadmap. His role will focus on strengthening institutional capacity, accelerating project implementation, and supporting the long-term vision for Amaravati’s growth as a planned capital region.

AGICL is the third agency set up for Amaravati’s development. While the APCRDA continues as the local planning and regulatory authority and the Amaravati Development Corporation handles infrastructure development, AGICL has been constituted to execute special and large-scale projects in the capital area.

The corporation has been registered under the Companies Act, 2013 in line with earlier government decisions on planned growth in Amaravati. Its board comprises the principal secretary of the municipal administration and urban development department as non-executive chairman and five directors.

As per the order, the managing director will prepare detailed plans for special projects based on the approved master plan, implement projects, and operate and maintain city-level services with APCRDA approval. The MD is also authorised to select developers, contractors and operators; levy development charges, lease rentals and user charges; and mobilise funds from the market in addition to government support.

AGICL will develop trunk infrastructure and provide services including transport, power, water supply, solid waste management and information and communication technology, either directly or through public-private partnerships. It will also facilitate social infrastructure such as healthcare, education, sports and entertainment facilities.

The appointment is seen as a step towards reinforcing governance and execution capabilities within Andhra Pradesh’s urban and infrastructure development framework.
