The Maharashtra government has announced a strategic partnership with Elon Musk’s Starlink Satellite Communications Pvt. Ltd. to introduce satellite-based internet services across the state, making it the first in India to formally collaborate with the U.S.-based company.
A Letter of Intent (LoI) was signed between the Government of Maharashtra and Starlink, marking a significant step toward improving digital connectivity in remote and underserved regions. The collaboration will focus on extending high-speed satellite internet to government institutions, rural communities, and critical public infrastructure in aspirational districts such as Gadchiroli, Nandurbar, Washim, and Dharashiv.
Chief Minister Devendra Fadnavis said the partnership aligns with the state’s Digital Maharashtra mission and complements ongoing initiatives in electric mobility, coastal development, and disaster resilience. “It is our honour that Starlink is arriving in India and partnering with Maharashtra,” Fadnavis stated in a post on X.

Starlink, part of the global space-tech ecosystem led by Elon Musk, operates the world’s largest constellation of communication satellites and is regarded as a key player in advancing universal internet access.
Officials said the agreement will enable Maharashtra to bridge the digital divide and support inclusive development through next-generation connectivity solutions. The partnership, however, remains subject to final regulatory clearances from the Ministry of Telecommunications, Government of India.
