Centre appoints Amit Sharma to Spearhead Census and Citizen Registration for Jammu & Kashmir, Ladakh

The Government of India has appointed Amit Sharma, IAS (AGMUT:2012), as Director of Census Operations and Director of Citizen Registration for the Union Territories of Jammu & Kashmir and Ladakh under the Central Staffing Scheme. The appointment, via an official DoPT memorandum dated 7 November 2025, takes effect once Sharma assumes charge; he is required to join within three weeks.


Sharma, who is currently serving as Secretary (ICT Department), Government of Mizoram—with additional charge as Director Census, Mizoram—will be relieved of those duties to take on the new role on a full-time basis. His tenure in the new position is valid until 31 December 2025, extendable in accordance with CSS norms.

A seasoned administrator and digital-governance advocate, Sharma has worked extensively across Jammu & Kashmir, Ladakh and Mizoram. In Mizoram, he spearheaded initiatives such as rolling out a paper-less e-Office system, expanding DigiLocker usage, and building the Mizo Fibre Grid Network. In Ladakh, as Administrative Secretary of multiple departments, he introduced green mobility solutions and led infrastructure reform through the local PSU’s digital agenda.

His earlier stint in Jammu & Kashmir saw him supervise the discovery of significant lithium reserves in Reasi district and oversee full digitisation of land records, bringing the UT among leaders in digital governance.

Sharma’s appointment takes on special significance in the context of India’s forthcoming first-ever fully digital population survey. As Director of Census Operations for the two Union Territories, he will lead the rollout of this pioneering Digital Census, a process poised to reshape national socio-economic planning and data-driven governance in the decade ahead
