The Ministry of Electronics and Information Technology (MeitY), under the IndiaAI Mission, has unveiled the India AI Governance Guidelines, a comprehensive framework designed to ensure safe, inclusive, and responsible AI adoption across sectors.
The guidelines were formally launched by Principal Scientific Adviser Prof. Ajay Kumar Sood in the presence of MeitY Secretary S Krishnan, Additional Secretary and CEO IndiaAI Mission Abhishek Singh, Scientist ‘G’ & COO IndiaAI Mission Kavita Bhatia, and Prof. B. Ravindran of IIT Madras. Also present were Adviser and Scientist ‘G’ Dr. Preeti Banzal and Scientific Secretary Dr. Parvinder Maini from the Office of the Principal Scientific Adviser.
The launch marks a key milestone ahead of the India–AI Impact Summit 2026, as India strengthens its leadership in responsible AI governance. The framework introduces a robust governance structure to foster innovation while mitigating potential risks to individuals and society. It comprises four key components:
- Seven guiding principles (Sutras) for ethical and responsible AI.
- Key recommendations across six pillars of AI governance.
- A detailed action plan spanning short, medium, and long-term objectives.
- Practical guidelines for industry, developers, and regulators to promote transparent and accountable AI deployment.
Emphasising the philosophy of “Do No Harm” as the core principle of India’s AI framework, Prof. Ajay Kumar Sood highlighted the focus on innovation sandboxes and risk mitigation within a flexible, adaptive ecosystem, noting that the IndiaAI Mission aims to inspire global cooperation, especially across the Global South.
S Krishnan underlined that human centricity remains at the heart of India’s AI strategy, ensuring technology serves humanity while addressing potential harms. He emphasised the government’s intent to build upon existing legislation to strengthen responsible AI adoption.
Abhishek Singh noted that the development of the guidelines involved extensive stakeholder consultations, reflecting strong cross-sector engagement. He reiterated the government’s commitment to making AI accessible, affordable, inclusive, and trustworthy, enabling innovation and strengthening India’s AI economy.
The guidelines were developed by a high-level committee chaired by Prof. Balaraman Ravindran of IIT Madras, and include members from MeitY, NITI Aayog, academia, and industry. They are envisioned as a foundational reference for policymakers, researchers, and industry leaders to enhance cooperation and ensure safe, ethical, and inclusive AI deployment.
Meanwhile, AI-based solutions for critical mineral mapping, data-driven exploration, and semi-supervised resource discovery emerged as winners of the IndiaAI Hackathon, organised in collaboration with the Geological Survey of India.
These initiatives mark a pivotal step in building a resilient and forward-looking AI governance ecosystem, positioning India as a global leader in responsible and human-centric AI innovation.
