IAS officer Nand Kishore Kalal (2018-batch, Uttar Pradesh cadre) has been appointed as the new Vice-Chairman of the Ghaziabad Development Authority (GDA), succeeding Atul Vats, who has been posted as the District Magistrate of Hathras.


A doctor-turned-civil servant, Kalal previously served as the Chief Development Officer of Rampur before taking charge of his new post in Ghaziabad on Tuesday evening. He has outlined immediate priorities, including advancing the Harnandipuram township land-acquisition project and implementing Master Plan 2031, with a focus on transparency, accountability, and sustainable urban development.

Under his leadership, the GDA is also set to align its planning framework with the newly revised Uttar Pradesh Building Bylaws 2025, which enable taller and more vertical construction to meet the region’s growing housing and infrastructure needs.


Among the upcoming challenges for the authority are securing land acquisitions for new townships, ensuring the timely completion of housing projects under the Prime Minister’s Awas Yojana (PMAY), and maintaining momentum on key infrastructure works as Ghaziabad continues to expand as a major NCR urban hub.
