Mumbai, July 17, 2025: The Government of Maharashtra has formally appointed Kaustubh Dhavse as the Chief Advisor (Investments & Strategy) to the Hon’ble Chief Minister Devendra Fadnavis. The appointment, announced by the General Administration Department (GAD), marks a strategic reinforcement of the state’s economic and infrastructure ambitions.
Dhavse, who previously served as Officer on Special Duty (OSD) to the Chief Minister, has now transitioned into a more prominent advisory role, tasked with spearheading critical domains such as investment promotion, facilitating foreign direct investment (FDI), coordinating infrastructure, and implementing large-scale digital initiatives.
In an official statement following his appointment, Dhavse expressed his gratitude and commitment: “It is an honour to serve Maharashtra in this new capacity. I look forward to driving strategic investments, fostering global partnerships, and accelerating transformative infrastructure and technology initiatives under the visionary leadership of Hon. Chief Minister Devendra Fadnavis.”
This move reflects the government’s sharpened focus on boosting Maharashtra’s competitiveness in attracting global capital, fast-tracking infrastructure projects, and leveraging technology for efficient governance. As Chief Advisor, Dhavse is expected to play a pivotal role in aligning the state’s investment strategy with global economic trends, while ensuring time-bound execution of policy priorities.
A trusted member of CM Fadnavis’ core policy team during his tenure from 2014 to 2019, Dhavse was integral to several major projects, including those managed from the Chief Minister’s war room—a special unit established to monitor and drive critical infrastructure and digital transformation initiatives. He continued in a strategic role even during Fadnavis’ tenure as Deputy Chief Minister in the Eknath Shinde-led government (2022–2024), reinforcing his status as a key figure in Maharashtra’s administrative and investment ecosystem.
Senior government officials believe Dhavse’s expertise in international consulting and technology will add significant value to Maharashtra’s development roadmap. With over two decades of professional experience, Dhavse has worked with globally reputed organisations such as Solectron Inc., HP Inc., and Frost & Sullivan, focusing on strategy, innovation, and policy implementation.
Academically, Dhavse is an electronics engineer from Mumbai University and holds an MBA from the SP Jain Institute of Management and Research, where he graduated as valedictorian. He further pursued a master’s degree in public policy from the John F. Kennedy School of Government, Harvard University—an educational background that complements his cross-sectoral experience.
Industry observers and stakeholders in Mumbai’s startup and innovation community have welcomed the announcement, recognising Dhavse’s consistent efforts in enabling progress and fostering an enabling environment for entrepreneurs and investors alike.
