The Uttar Pradesh government has appointed senior bureaucrat Rakesh Kumar Singh as the new Chief Executive Officer of the Yamuna Expressway Industrial Development Authority (YEIDA) and Noida International Airport Limited (NIAL), marking a significant leadership transition in the state’s infrastructure governance. A 2009-batch Indian Administrative Service (IAS) officer, Singh succeeds Arun Vir Singh, whose extended tenure officially concluded on June 30, 2025.
Rakesh Kumar Singh brings with him a wealth of administrative experience, having previously served in multiple key roles, including District Magistrate in major cities and as Secretary to the Chief Minister of Uttar Pradesh. Notably, he also held the position of Additional CEO of YEIDA between 2015 and 2016, providing him with a strong familiarity with the authority’s objectives and operational framework.
The change in leadership comes at a critical juncture as YEIDA oversees the development of eastern Uttar Pradesh’s largest infrastructure projects, including the upcoming Noida International Airport at Jewar. Under the outgoing CEO, the project saw major milestones such as land acquisition, engineering and construction contracting, and regulatory clearances. With the physical infrastructure nearing completion, the new CEO’s primary focus will be to ensure that the airport becomes operational within the expected timelines.
Expectations are high as Singh steps into his dual leadership role. He is tasked not only with steering the airport project towards a successful inauguration but also with enhancing the industrial development efforts under YEIDA’s broader mandate. This includes facilitating investment in industrial corridors, improving regional connectivity, and driving economic opportunities across the Greater Noida region.
The Noida International Airport is envisioned as a transformative project for India’s National Capital Region, intended to reduce pressure on the existing Delhi airport while boosting regional trade, tourism, and employment. The airport is expected to commence operations within the coming months, and the final phase of preparations includes aligning aviation services, operational logistics, and multi-modal connectivity.
The broader strategy also involves integrating the airport with surrounding industrial zones, logistics parks, and urban infrastructure, thereby creating a comprehensive economic ecosystem. Singh’s administrative acumen and prior exposure to infrastructure projects are expected to play a pivotal role in synchronising these components.
In addition to the airport project, YEIDA’s ongoing responsibilities include expansion of expressway infrastructure, planning of residential and commercial sectors, and fostering public-private partnerships to accelerate development. The leadership transition is seen as part of the state’s broader vision to maintain momentum on large-scale infrastructure initiatives while introducing fresh perspectives in governance.
With the appointment of Rakesh Kumar Singh, the government aims to ensure continuity of progress while injecting renewed focus and execution efficiency. His leadership will be instrumental in achieving the state’s infrastructure goals, fostering investor confidence, and delivering high-impact results across the region.
