
Prime Minister Modi will chair the 10th Governing Council Meeting of NITI Aayog on May 24, 2025, at Bharat Mandapam, New Delhi, reaffirming his commitment to cooperative federalism and taking all states forward as “Team India.” The meeting is themed ‘Viksit Rajya for Viksit Bharat@2047’, underscoring the pivotal role of states in driving India’s journey towards becoming a developed nation.
This year’s session will deliberate on how states can act as the foundation for a ‘Viksit Bharat’ by 2047 through bold, long-term and inclusive vision documents that align with national priorities while being grounded in regional realities. The meeting aims to promote state-led development with measurable, time-bound targets across key domains such as economic growth, human development, sustainability, technology, and governance reform. Emphasis will be placed on data-driven approaches and outcome-based monitoring through Project Monitoring Units, ICT-backed infrastructure, and robust Monitoring & Evaluation frameworks.

The meeting provides a crucial platform for dialogue between the Centre and States/Union Territories to address developmental challenges and build consensus on collective action. Key areas of focus will include enhancing skilling, fostering entrepreneurship, and generating sustainable employment opportunities across the country.

The council will also review themes from the 4th National Conference of Chief Secretaries held in December 2024. The consultative process saw Secretaries from the Government of India and Chief Secretaries from all States and UTs contribute recommendations toward the ‘Viksit Bharat@2047’ agenda.

The six core themes discussed included:

- Enabling manufacturing ecosystems in Tier 2 and 3 cities
- Enabling service ecosystems in Tier 2 and 3 cities
- Promoting MSMEs and informal employment in rural non-farm sectors
- Strengthening MSMEs and informal urban employment
- Tapping opportunities in the green economy through renewable energy
- Advancing circular economy practices
The meeting will be attended by Chief Ministers, Lieutenant Governors of States and UTs, Union Ministers, and senior leadership from NITI Aayog including the Vice Chairman, Members, and the CEO.
