The WEBEL Education and Training Initiative has been a cornerstone of skill development in West Bengal since 1992. Previously known as the WEBEL Informatics Limited (WIL) Division, this initiative was designed to bridge the digital skills gap, providing youth and working professionals in ITITeS, electronics, and emerging technologies with quality training to build their employability. Over time, it has developed a reputation for delivering hands-on, relevant education that adapts to the rapidly changing digital landscape.

With a widespread impact across public and private sectors, the corporation has cultivated an ecosystem where students and professionals alike can thrive, building West Bengal’s digital workforce for a better tomorrow.

Core Elements of the Training Initiative

  • Training Across Sectors: The initiative prepares not only fresh graduates but also professionals from various backgrounds, including corporate, government, and PSUs (Public Sector Undertakings). Through advanced Bengal, it annually trains around 12,000 new professionals. Its reach also extends to 7,500 government employees across 36 departments, enhancing digital competency in the public sector.
  • Diverse Course Offerings: The courses cover software, programming languages, hardware, networking, multimedia, and other essential IT skills. Their focus extends to college students in 22 state institutions, equipping them with skills to succeed in the job market straight out of graduation.
  • Reliable Online Assessment Platform: Its zero-downtime online assessment platform ensures smooth, uninterrupted exams and evaluations, supporting a dependable and flexible training experience.
  • Emphasis on Cybersecurity: Recognising the growing need for cybersecurity expertise, WEBEL offers specialised training and seminars on cybersecurity, networking, and systems administration. As a Cisco Networking Academy and RedHat Certified Training Partner, WEBEL provides certifications like Cisco Certified Network Associate (CCNA), CyberOps, RedHat Certified System Administrator (RHCSA), and RedHat Certified Engineer (RHCE).

Achievements and Impact


  • Industry-Responsive Training: The initiative’s adaptive training is geared towards different sectors’ specific needs. For instance, the Swami Vivekananda State Police Academy (SVSPA) recently enlisted the corporation to train 178 police personnel in IT and IT-enabled services, under the sponsorship of the IT&E Department of West Bengal. These specialised training programmes help government and public sector employees develop critical technical skills that are highly applicable to their jobs.
  • Pioneering Global Certifications: In 2002, WEBEL became Eastern India’s first centre to offer global certification training for Cisco Systems and RedHat, introducing the region to internationally recognised certifications in networking and cybersecurity. With official partnerships and certifications, it has enabled thousands of students to acquire these valuable credentials at affordable rates, which have become stepping stones to career advancement.

In addition, WEBEL’s collaboration with the EC Council enables it to offer highly regarded certifications like Certified Ethical Hacker (CEH) and Computer Hacking Forensic Investigator (CHFI), positioning the corporation as a leader in cybersecurity education.

  • Tailored Cybersecurity Training and Seminars: Its emphasis on cybersecurity is critical in a time of rising cyber threats. Beyond standard course offerings, WEBEL provides customised cybersecurity seminars that are tailored to meet the unique needs of both students and clients. These seminars and training sessions are facilitated through dedicated Linux labs and include practical exercises, offering hands-on exposure to real-world cybersecurity challenges.
  • Digital Education Through ICT@ School: One of WEBEL’s largest projects, ICT@School, has brought ICT resources to more than 9,000 schools across West Bengal, improving digital access for secondary and higher secondary school students. Although the initiative received initial funding from India’s Ministry of Human Resource Development (MHRD), it has expanded the programme independently to maximise its impact.
  • The School Education Department of West Bengal partnered with the corporation in 2012 to accelerate the rollout of this digital initiative, bridging the digital divide in education by creating a comprehensive ICT environment in schools.
  • Expanding Services for the Government: Besides educational training, it has diversified into web development, hosting, and maintenance services for state government departments. This ensures that these departments maintain efficient and accessible online platforms, supporting transparency and public accessibility. Through these services, it extends its digital influence beyond training, playing a central role in West Bengal’s digital public infrastructure.

Practical Training and International Standards

WEBEL’s partnerships with Cisco and RedHat have made it possible for students to receive highly regarded, hands-on training in networking, security, and systems administration. Courses like Cisco Certified Network Associate (CCNA) and CyberOps provide learners with real-device experiences, helping them apply theoretical knowledge to practical scenarios. Similarly, RedHat certifications are conducted in dedicated Linux labs, allowing students to engage in deep, experiential learning.

By maintaining official partnerships, it is able to offer discounted global examination fees, making these certifications accessible to more students and professionals. This affordability and quality assurance have helped the corporation solidify its position as a premier training provider in India.

Social Responsibility and Vision for the Future WEBEL’s impact goes beyond skills training. The ICT@School project, for example, brings digital resources to schools in underserved regions, demonstrating its commitment to bridging educational and digital divides in West Bengal. By engaging with public sector projects and providing skills training for public service employees, It has established itself as a socially responsible institution.
