In a major push towards infrastructure expansion, digital governance, industrial growth and public service modernisation, the Bihar Cabinet, chaired by Chief Minister, has approved around 20 major decisions aimed at accelerating the state’s long-term development roadmap.
The decisions span key sectors including transport, artificial intelligence, roads, urban development, education, judiciary and river protection.
Industrial Investment Package Extended
To maintain momentum in industrial growth and attract fresh investments, the cabinet approved the extension of the Industrial Investment Promotion Package till June 30, 2026.
Officials said the extension is expected to provide continuity to industries and strengthen Bihar’s manufacturing and investment ecosystem.
400 Electric AC Buses Approved for Major Cities
In one of the biggest public transport initiatives in the state, the cabinet approved the deployment of 400 electric AC buses across major urban centres under a 12-year operational framework beginning FY 2026–27.
The approved distribution includes:
- 150 buses for Patna
- 50 buses each for Muzaffarpur, Bhagalpur, Gaya, Darbhanga and Purnia
The initiative is expected to improve urban mobility, reduce pollution and strengthen Bihar’s transition toward green public transportation.
₹15,967 Crore Road Maintenance Plan with AI Monitoring
The cabinet sanctioned ₹15,967.03 crore for the maintenance of 19,305 kilometres of roads for a period of seven years under the Public Works Department.
In a major technological upgrade, the road maintenance programme will use Artificial Intelligence (AI) and machine learning-based monitoring systems to improve transparency, efficiency and real-time oversight of road conditions.
Bihar AI Mission Approved
The state government also approved the launch of the Bihar AI Mission, aimed at integrating artificial intelligence into governance, skill development and public administration.
The mission will focus on:
- Training MLAs, officers and government employees
- Collaboration with premier institutions such as IITs and Centre for Development of Advanced Computing (C-DAC)
- Promoting AI-driven governance systems
The initiative reflects Bihar’s growing focus on digital transformation and future-ready governance.
$500 Million World Bank Support for Urban Development
The cabinet noted in-principle approval for a $500 million loan from the World Bank under the Urban Transformation Programme.
The funding will support infrastructure development and improvement of urban services across Bihar’s cities.
Airport Expansion and Education Infrastructure
Several infrastructure and educational proposals also received approval, including:
- Land transfer to the Airports Authority of India for airport expansion projects
- Extension of the BIT Mesra till 2030
- Land allocation for Kendriya Vidyalayas in Arwal and Shekhpura districts
Sitamarhi Medical College Renamed
The cabinet approved renaming the Sitamarhi Government Medical College and Hospital as Maa Sita Medical College and Hospital, Sitamarhi, highlighting the cultural and religious significance associated with the region.
₹174 Crore+ Approved for River Erosion Protection
To tackle riverbank erosion and protect vulnerable regions, the cabinet approved three major anti-erosion projects:
- ₹52.56 crore for Shahpur in Bhojpur district
- ₹57.55 crore for Sonpur in Saran district
- ₹64.12 crore for Vaishali district
The projects aim to strengthen flood protection and safeguard local communities and infrastructure.
E-Voting System for Municipal Elections
In a major digital governance initiative, the cabinet approved the appointment of Centre for Development of Advanced Computing (C-DAC Hyderabad) for implementing e-voting systems in municipal elections.
The system is expected to improve accessibility for senior citizens and differently-abled voters.
Loan Facility for Employees and Pensioners
The government also approved a regulated credit facility through banks and financial institutions for government employees and pensioners.
The initiative aims to reduce dependence on informal lenders and ensure easier access to financial support.

Strengthening Judiciary and Governance
To improve judicial efficiency, especially in prohibition-related cases, new posts have been sanctioned in the Benipur court in Darbhanga district.

Officials said the cabinet decisions reflect Bihar’s broader strategy of combining infrastructure-led growth with digital governance, industrial development and welfare-focused reforms.
With initiatives such as the Bihar AI Mission, electric mobility expansion, AI-enabled road monitoring and large-scale urban investments, the state government is aiming to build a more modern, technology-driven and development-oriented governance system.
