In a key leadership move in India’s energy sector, the Appointments Committee of the Cabinet (ACC) has approved the appointment of Sanjay Khanna as the full-time Chairman and Managing Director (CMD) of Bharat Petroleum Corporation Limited (BPCL).
Khanna officially assumed charge on April 9, marking a new chapter for one of India’s leading oil and gas companies. Prior to this, he was serving as Director (Refineries) and was also holding additional charge as CMD, ensuring continuity in leadership.
A seasoned professional with over three decades of experience, Khanna brings deep expertise in refinery operations, technical services, and project execution. A Chemical Engineering graduate from the National Institute of Technology, Tiruchirappalli, and a postgraduate in Finance Management from the University of Mumbai, he combines strong technical knowledge with strategic insight.
During his tenure at BPCL, Khanna has played a crucial role in strengthening the company’s refining and petrochemical capabilities. He has previously led both the Mumbai and Kochi refineries, focusing on operational efficiency and capacity expansion.
One of his notable achievements includes leading the commissioning of BPCL’s Propylene Derivative Petrochemical Project (PDPP) at Kochi Refinery—a major milestone for the company—despite challenges posed during the pandemic. His leadership has also been instrumental in driving several key projects that enhanced efficiency and technological advancement across BPCL’s operations.
Beyond BPCL, Khanna is associated with multiple key organisations in the energy sector. He serves on the boards of Bharat Petro Resources Limited, Petronet LNG Limited, and Ratnagiri Refinery and Petrochemicals Limited, contributing to the broader energy ecosystem.

He also chairs the Technical Committee for Petroleum Refineries under the Ministry of Petroleum and Natural Gas, playing a role in shaping policy and technical standards in India’s refining sector.
Khanna will serve as CMD until his superannuation on May 31, 2029, or until further orders.
As he takes on this responsibility, the focus will be on steering BPCL through a rapidly evolving energy landscape—balancing traditional refining strengths with the need for innovation, sustainability, and future-ready growth.
