In a key appointment in the financial administration of the Government of India, Anand Kumar Pal has assumed charge as Chief Adviser (Cost) in the Department of Expenditure under the Ministry of Finance.
A 1997-batch officer of the Indian Cost Accounts Service (ICoAS), Pal brings with him over three decades of experience in financial analysis, public policy, and cost management across diverse sectors. Prior to this role, he was serving as Additional Chief Adviser (Cost) in the Ministry of Defence.
Known for his expertise in costing and pricing methodologies, Pal has worked in several important government departments, including the Department of Economic Affairs, Department of Public Enterprises, Directorate General of Trade Remedies, National Pharmaceutical Pricing Authority (NPPA), and the Department of Revenue.
During his tenure in the Ministry of Defence, he played a crucial role in achieving significant cost savings in the procurement of defence equipment and platforms—highlighting his ability to balance efficiency with strategic requirements.

A qualified Cost Accountant with degrees in Commerce and Law, Pal’s appointment comes at a time when financial prudence and effective expenditure management are critical for policy implementation.
As Chief Adviser (Cost), he is expected to play a key role in guiding cost-related decisions, improving financial efficiency, and supporting the government’s broader economic objectives.
