REC, National Test House

In a move aimed at improving the quality and reliability of power distribution projects, REC Limited has signed a Memorandum of Understanding (MoU) with the National Test House (NTH) to strengthen quality assurance under the Revamped Distribution Sector Scheme (RDSS).

REC, a Maharatna company under the Ministry of Power, will work with NTH, which functions under the Department of Consumer Affairs, to bring stronger testing and monitoring systems into RDSS projects across the country.

The agreement was signed by Prabhat Kumar Singh, Executive Director (RDSS), REC Limited, and Dr. Alok Kumar Srivastava, Director General, NTH. The signing ceremony was attended by senior officials, including Nidhi Khare, Secretary, Department of Consumer Affairs, Bharat Khera, Additional Secretary, Department of Consumer Affairs, and Prince Dhawan, Executive Director (PMD), REC Limited.

A key part of this partnership will be third-party quality testing of RDSS project materials through NTH’s NABL-accredited laboratories. This is expected to help identify and address quality issues in the procurement and installation of materials used in power distribution infrastructure.

The collaboration is important because quality gaps in electrical infrastructure can directly affect reliability, safety, and long-term performance. By bringing in independent testing, the government is trying to ensure that materials used in RDSS projects meet required standards and deliver better results on the ground.

Beyond testing, REC and NTH will also jointly organise technical workshops and training programmes for staff and project stakeholders. These efforts are expected to improve technical understanding, strengthen implementation practices, and encourage better compliance with industry standards.

The broader aim of the partnership is to create a more robust quality framework for India’s power distribution sector. Stronger systems for testing, training, and monitoring can help improve operational efficiency while also ensuring safer and more dependable electricity infrastructure for consumers.

Overall, the MoU reflects a practical step towards improving execution quality in one of India’s key power sector reform programmes.
