The Uttar Pradesh Government has earmarked ₹38,501 crore for the Panchayati Raj Department to strengthen rural infrastructure and promote women-led development, Chief Minister Yogi Adityanath announced during the budget discussion in the State Assembly.
The allocation aims to empower local governance institutions, accelerate rural development initiatives, and enhance economic opportunities for women across the state.
BC Sakhi Scheme Drives Financial Inclusion
Highlighting the impact of women-centric schemes, the Chief Minister said the BC Sakhi initiative—launched during the COVID-19 pandemic—has facilitated more than ₹40,000 crore in banking transactions. Women participating in the programme have collectively earned ₹109 crore in commission, helping build financial independence in rural areas.
Vidyut Sakhi and Self-Help Groups Expand Opportunities
Under the Vidyut Sakhi initiative, women have executed electricity-related works worth ₹2,867 crore, showcasing their growing role in infrastructure delivery. In addition, over 204 THR plants and 2,000 Inspiration Cafes are being operated by women’s self-help groups, generating income and employment at the grassroots level.
Support for Women Entrepreneurs and Dairy Sector
To further promote entrepreneurship, the government has allocated ₹200 crore for the Women Entrepreneur Credit Card Scheme, enabling easier access to institutional loans. The “Balini Milk Producer” model, launched to strengthen women-led dairy enterprises, saw five milk producer companies established last year, with two more planned in Prayagraj and Lucknow.
Infrastructure and Connectivity Remain Core Priorities
The Chief Minister emphasised that infrastructure, connectivity, and capital expenditure remain central to Uttar Pradesh’s development strategy, urging legislators to prioritise regional projects for timely implementation. These efforts align with the state’s broader vision of contributing to a one-trillion-dollar economy.
Power Capacity and Rural Electrification Improve
He also noted that the state’s power generation capacity has risen from 7,159 MW to 18,136 MW, including a 1.29 GW contribution from solar energy. Rural areas now receive 18–20 hours of electricity daily, while district headquarters benefit from round-the-clock power supply.
Administrative Efficiency and Rural Initiatives
Uttar Pradesh has resolved 34 lakh out of 44 lakh pending revenue cases, reflecting improved governance and administrative efficiency. The government is also continuing initiatives such as Namami Gange, rural employment programmes, a guaranteed 125-day work scheme, and the development of markets, mandis, and Amrit Sarovars.

Focus on Inclusive Growth
The Chief Minister underscored that the budget prioritises inclusive growth by combining infrastructure expansion with women’s empowerment and grassroots development. He called for cooperation across the Assembly to ensure that development efforts remain focused on improving livelihoods and strengthening rural economies across the state.
