Uttar Pradesh Chief Minister Yogi Adityanath on Sunday declared that the state is rapidly emerging as India’s biggest healthcare and medical technology hub, with the capacity to serve not only its own citizens but also people from neighbouring states and across the country.

He was speaking at the inauguration of the UP HealthTech Conclave 1.0 in Lucknow, where policymakers, healthcare professionals, innovators, industry leaders and investors gathered to discuss the future of healthcare in the state.

Addressing the audience, the Chief Minister pointed out that Uttar Pradesh today caters to the healthcare needs of nearly 35 crore people, far more than its actual population of around 25 crore. “This makes Uttar Pradesh the largest healthcare consumer market in India,” he said.

Massive Transformation in Healthcare Over 8 Years

CM Adityanath highlighted that the healthcare sector in Uttar Pradesh has undergone a remarkable transformation in the last eight and a half years under the guidance of Prime Minister Narendra Modi.

“Earlier the state had only 40 medical colleges. Today, Uttar Pradesh has 81 fully functional medical colleges, including two AIIMS,” he said. The state has also strengthened its healthcare network with more than 100 district hospitals, hundreds of Community Health Centres (CHCs), Primary Health Centres (PHCs), and an extensive network of Health and Wellness Centres.

He stressed that the focus of his government is not only on building infrastructure but on ensuring affordable, accessible and dignified healthcare for the poorest sections of society.

Ayushman Bharat: A Lifeline for Poor Families

The Chief Minister credited the Ayushman Bharat scheme for bringing financial security to millions of families. He said that earlier, poor families often avoided treatment due to lack of money. Now, with Ayushman Golden Cards, they can avail free treatment up to ₹5 lakh.

So far, 5.5 crore families in Uttar Pradesh have received Ayushman cards, and those not covered under the central scheme are being supported through the state’s Mukhyamantri Jan Arogya Yojana.

“This card has become a protective shield for poor families, ensuring free and cashless treatment without discrimination,” he added.

Big Improvements in Public Health Indicators

CM Yogi said sustained reforms have resulted in major improvements in maternal and infant health. Institutional deliveries have increased significantly, and many districts have achieved full control over tuberculosis.

He also highlighted the successful fight against vector-borne diseases. Uttar Pradesh, once badly affected by encephalitis, dengue and malaria, has now brought these diseases under control.

“Encephalitis claimed nearly 50,000 lives over four decades. But through focused campaigns since 2017, we have achieved zero deaths from encephalitis today,” he said.

Technology to Drive the Next Phase of Healthcare

Looking ahead, the Chief Minister said technology will play a crucial role in making healthcare more accessible.

“Our goal is that patients should not have to travel long distances for basic medical advice. Through telemedicine, AI-based screening and digital platforms, healthcare must begin at the village level itself,” he said.

He called for strengthening Health and Wellness Centres with modern tools so that early diagnosis and treatment become easier and faster.

Big Push for Medical Devices and Pharma Manufacturing

CM Adityanath also spoke about major initiatives like the Medical Device Park in the Yamuna Authority area and the Bulk Drug Pharma Park in Lalitpur, which are being developed to boost domestic manufacturing.

“Our aim is not just ‘Make in India’ but ‘Make for the World’. Uttar Pradesh will play a key role in making India self-reliant in healthcare technology and medicines,” he said.

Launch of UP-IMRAS Digital Platform

During the conclave, the Chief Minister launched the UP-IMRAS (Integrated Medical Research Application System)—a digital platform designed to streamline approvals for clinical trials, pharmaceutical research and medical device testing.

The platform will allow researchers to submit applications online and ensure faster, transparent approvals through Institutional Ethics Committees.

He also released a book containing Standard Operating Procedures (SOPs) for ethics committees, which officials described as a pioneering initiative in India.

Invitation to Global Investors

Inviting investors to partner with the state, CM Yogi assured them of world-class infrastructure, a secure environment and fast approvals.

“Uttar Pradesh is ready to become a global hub for healthcare services, medical technology and pharmaceuticals. We welcome innovators and investors to be part of this journey,” he said.

The event was attended by Deputy Chief Minister Brajesh Pathak, Minister of State for Health Mayankeshwar Singh, Government of India Secretary Manoj Joshi, Additional Chief Secretary (Health) Amit Ghosh, Drug Controller General of India Rajiv Raghuvanshi and several senior officials.
