In a significant administrative move, the Ministry of Home Affairs has appointed Sanjeev Khirwar as the new Commissioner of the Municipal Corporation of Delhi (MCD). The appointment marks Khirwar’s return to the national capital’s key governance structure after a brief stint outside Delhi.
A 1994-batch IAS officer of the AGMUT cadre, Khirwar, takes over from Ashwani Kumar, who has been shifted to a strategic posting in Jammu and Kashmir. The change is part of the Centre’s broader effort to realign senior bureaucratic leadership in critical urban and regional roles.
Khirwar’s appointment was formalised in the first week of January 2026. He had earlier been moved out of Delhi in 2022 and posted to Ladakh, where he handled important administrative responsibilities. His return to Delhi is widely seen as a calculated decision by the Centre, given his deep understanding of the capital’s complex civic, administrative, and political landscape.
With years of experience handling sensitive assignments in Delhi, Khirwar is expected to play a crucial role in steering the MCD through ongoing challenges related to urban governance, civic services, sanitation, infrastructure, and financial management. Officials believe his familiarity with inter-agency coordination and large municipal systems will help improve decision-making and execution at the civic body.
The leadership change at the MCD comes at a time when Delhi’s civic administration is under pressure to deliver better services, manage finances efficiently, and address long-pending urban issues. Khirwar’s return is therefore being viewed as a move aimed at strengthening administrative stability and performance at one of the country’s largest municipal corporations.
