The Telangana government is likely to undertake a large-scale IAS transfer exercise immediately after the completion of the ongoing sarpanch election process, according to sources familiar with the matter. The Chief Minister’s Office has already initiated internal discussions and performance reviews in preparation for what could be one of the most significant bureaucratic reshuffles since the Congress government took office.

Performance-Based Approach
The Congress government, which completed two years in office as of December 7, 2025, has been collecting detailed performance inputs on IAS officers throughout this period. The review has reportedly covered multiple dimensions, including coordination with ministers, speed of file clearance, resolution of departmental issues, and involvement in implementing government schemes.

Sources indicate that the main aim is to reshuffle officers who have been working in the same posts for more than two years, and to appoint full-time officers in positions where in-charge arrangements continue. The focus is clearly on administrative efficiency and better coordination at all levels of governance.
Congress Sweeps Sarpanch Polls
The transfer exercise comes on the heels of a decisive victory for the ruling Congress in the first phase of Gram Panchayat elections. The party won over half of the contested 4,236 Sarpanch posts in Phase 1, demonstrating strong rural support and political consolidation.

The elections, held on a non-party basis across 31 districts, saw voter turnout of 84.28% with over 56 lakh eligible voters participating. Congress-backed candidates secured majority in 29 of 31 districts, losing only Siddipet and Kumaram Bheem to BRS.
Key Postings Under Watch
Reports indicate significant lobbying activity for several high-profile positions. The Principal Secretary, Municipal Administration, and the Chairman and Managing Director of Singareni Collieries Company Limited are among the posts attracting attention. These positions offer significant administrative clout and resource allocation authority.

The state government appears determined to reset the administrative structure after the local body elections. The upcoming IAS transfers are expected to reflect the government’s emphasis on accountability, coordination, and delivery—key themes that have defined the Congress administration’s approach to governance.
Context: April 2025 Reshuffle
The expected transfers follow a significant reshuffle in April 2025, when the government transferred 21 IAS officers including high-profile names such as Smita Sabharwal, Jayesh Ranjan, M Dana Kishore, and Shashank Goel. That exercise saw K. Ramakrishna Rao appointed as Chief Secretary, while Jayesh Ranjan was moved to the CMO as Special Chief Secretary and CEO of the Industry & Investment Cell.
