The Government of India has appointed Rahul Rasgotra, a retired 1989-batch IPS officer of the Manipur cadre and former Director General of the Indo-Tibetan Border Police, as National Security Advisor of Mauritius. Rasgotra earlier served as Deputy Director in the Intelligence Bureau, where he handled counterinsurgency, border management and domestic intelligence responsibilities.
The appointment is seen as reflecting a recalibration of India’s external security priorities. Traditionally, officers with backgrounds in external intelligence or military roles, including those from the Research and Analysis Wing, the Intelligence Bureau, or the Intelligence Bureau, have been posted as National Security Advisor of Mauritius. Rasgotra’s selection marks a departure from that pattern, given his career focus on internal security and border management through the Intelligence Bureau and the ITBP.

Mauritius has increasingly acquired strategic importance for India beyond cultural and diaspora ties. The island nation is emerging as a key node in India’s Indian Ocean strategy, with growing cooperation in maritime security, cybersecurity and counter-radicalisation. At the same time, China’s expanding presence in the region has added to the strategic sensitivities surrounding the country.
Against this backdrop, Rasgotra’s appointment is being interpreted as a shift towards a security approach that integrates domestic intelligence experience with regional and maritime strategic considerations.
