The Bihar government has transferred five IAS officers and reshuffled several divisional and departmental postings, including appointments in three newly created departments under the Nitish Kumar administration.
Divisional Commissioners Reassigned
The General Administration Department on Thursday issued a notification restructuring key Divisional Commissioner positions.
- Rajiv Roushan (IAS 2010), Saran Commissioner, has been appointed Secretary, Higher Education Department.
- Kaushal Kishore (IAS 2006), Darbhanga Commissioner, is now Secretary, Youth, Employment and Skill Development Department.
- Avnish Kumar Singh (IAS 2010), Munger Commissioner, has been given additional charge as Bhagalpur Commissioner.
- Himanshu Kumar Rai (IAS 2010) moves from Bhagalpur to Divisional Commissioner, Darbhanga.
Key Postings in Newly Created Departments
With the creation of the Higher Education, Youth, Employment & Skill Development, and Civil Aviation Departments, new appointments have been made.
- Nilesh Ramchandra Deore (IAS 2011), Special Secretary, Cabinet Secretariat, has been posted as Special Secretary, Civil Aviation Department; he will continue heading BMSICL.
- Ajay Yadav (IAS 2005) has been relieved from the Education Department.
- Avnish Kumar Singh, Munger Commissioner, will also hold additional charge of Bhagalpur Division. Additionally, the Secretary of the Prohibition, Excise & Registration Department has been relieved of the additional charge of the Education Department.

BAS Officers Assigned New Roles
Several Bihar Administrative Service officers have also received new postings, including deputations to Delhi.
- Megha Kashyap, DCLR Mahnar (Vaishali), appointed Joint Director, NDMC.
- Sunil Kumar, Settlement Officer, Buxar, appointed Private Secretary to the Animal & Fisheries Resources Minister.
- Sanjay Singh posted on deputation to MCD as Additional Deputy Commissioner/Joint Assessor & Collector.
- Aditya Kumar Jha, OSD, shifted from the Finance Department to the Home Department.
