In a significant development in the latest bureaucratic reshuffle approved by the Appointments Committee of the Cabinet (ACC) on August 25, 2025, Kishore Kshirsagar Lakshman, IAS (AGMUT:2016), has been appointed as Special Secretary to the Lieutenant Governor of Delhi, Vinai Kumar Saxena.
Lakshman, who is currently serving as Commissioner in the Delhi Development Authority (DDA), steps into a crucial governance role at Raj Niwas, where he will assist the Lieutenant Governor in inter-departmental coordination, central government liaison, and strategic decision-making for the administration of the national capital.
A 2016-batch officer of the AGMUT cadre, Lakshman has served across multiple jurisdictions, gaining wide-ranging experience in urban planning, infrastructure development, and administrative reforms. His elevation to this key position underlines his growing profile as an officer entrusted with responsibilities at the intersection of policy execution and governance oversight in Delhi.
The reshuffle, which repositions over a dozen senior officials across ministries, also includes the elevation of 15 officers to the rank of Additional Secretary. While senior officers such as Sudeep Jain (IAS–TN:94) took charge as Member Secretary, National Commission for Women; Akhil Kumar (IPS–UP:94) as CEO, Digital India Corporation; and Akash Tripathi (IAS–MP:98) as MD, SECI, the appointment of Lakshman stands out for its significance in shaping the governance framework of the capital.
