C-FLOOD Inaugurated by Union Minister C R Patil as India’s Advanced Flood Forecasting System

Union Minister of Jal Shakti, Shri C. R. Patil, inaugurated C-FLOOD, a next-generation Unified Inundation Forecasting System, at Shram Shakti Bhawan in New Delhi. Developed collaboratively by the Central Water Commission (CWC), the Centre for Development of Advanced Computing (C-DAC), and the National Remote Sensing Centre (NRSC), C-FLOOD is a web-based platform offering village-level flood forecasts up to 48 hours in advance. This innovative system is designed to enhance India’s flood preparedness and response capabilities.


The C-FLOOD platform was launched in the presence of senior officials from the Ministry of Electronics and Information Technology (MeitY), Department of Science and Technology (DST), and Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR). The project has been executed under the National Supercomputing Mission (NSM), jointly implemented by MeitY and DST, showcasing India’s technological strength in high-performance computing and hydrological modelling.


C-FLOOD offers critical information through flood inundation maps and water level predictions, enabling authorities to make informed decisions well before disasters strike. The platform currently covers the Mahanadi, Godavari, and Tapi river basins, with further expansion planned to include additional river systems. By integrating data from both national and regional flood modelling agencies, C-FLOOD serves as a unified platform and comprehensive decision-support tool for disaster response and resource planning.

The platform utilises advanced 2-D hydrodynamic modelling for simulating flood scenarios. For the Mahanadi Basin, simulations are conducted on high-performance computing infrastructure at C-DAC, Pune, while the Godavari and Tapi basins are modelled by NRSC under the National Hydrology Project (NHP). This strategic collaboration between leading scientific institutions ensures robust forecasting accuracy and timely dissemination of information.


During the launch event, Shri C. R. Patil commended the joint efforts of CWC, C-DAC, and NRSC in operationalising this transformative platform. He stressed the importance of popularising the C-FLOOD portal among stakeholders and the general public to improve flood preparedness. The Minister directed the agencies to prepare a national plan for inundation studies covering all major river basins and emphasised the need for real-time integration of C-FLOOD forecasts into the National Disaster Management Emergency Response Portal (NDEM).

The Union Minister further instructed agencies to enhance the precision of forecasts through satellite validation and ground-truthing techniques. He highlighted the critical need for continued collaboration among CWC, C-DAC, NRSC, and other stakeholders to ensure the system’s operational efficiency and scalability across India.
